In 2000, Mr. Stroh retired from his position as a personnel executive at the Illinois Department of Central Management Services in Springfield, IL, where he had worked since 1982. Prior to taking this role, he was a chief personnel officer in Springfield at the Illinois Department of Mental Health from 1981 to 1982, at the Illinois Department of Revenue from 1975 to 1981, and at the Illinois Department of Law Enforcement from 1969 to 1975.
From 1968 to 1969, Mr. Stroh was a personnel officer at Manteno State Hospital in Manteno, IL, and from 1967 to 1968, he held the same title at the Andrew McFarland Mental Health Center in Springfield. His first professional role was as a personnel technician at the Illinois Department of Mental Health from 1966 to 1967. Additionally, he was a state government chairman for the United States Savings Bond Campaign in Springfield from 1978 to 1982.
With approximately 35 years in the field, Mr. Stroh has never experienced a bad working environment. He considers the wonderful relationship he had with superiors throughout the years to be the highlight of his career. He also enjoyed working with agencies in state government.
Mr. Stroh began his academic pursuits at Southern Illinois University, where he earned a Bachelor of Arts in 1966. Ultimately, he continued his studies at the University of Illinois Urbana-Champaign, where he received a Bachelor of Arts in 1977. He always knew this would be his career pursuit. He felt his calling was to contribute to the country rather than to earn a lot of money.
In addition to being an active member of his local church, Mr. Stroh was on the board of directors at the Illinois State Employees Credit Union from 1984 to 1985 and at the Consumer Credit Counseling Service in Springfield from 1988 to 1994, where he was also secretary in 1994. Additionally, he was on the council executive board for the Boy Scouts of America in Springfield from 1987 to 2017, where he was also vice president from 1987 to 1999, district commissioner from 1979 to 1986, and unit commissioner from 1970 to 1979.
Mr. Stroh's involvement in the community extends to his membership in numerous organizations, including the National Rifle Association, the University of Illinois Alumni Association, the Southern Illinois University Alumni Association, the National Geographic Society and the Cornell University Laboratory of Ornithology. He is also a member of the Illinois Audubon Society. Other organizations Mr. Stroh holds membership with include the Abraham Lincoln Gun Club, the Union County Historical Society, the Wabash Railroad Historical Society, the American Rose Society and Theta Delta Chi.
Throughout his career, Mr. Stroh has been acknowledged for his many accomplishments in the form of awards such as the Order of the Arrow Vigil Honor in 1998, the Scouter's Key Award in 1976, two Area President Awards in 1985 and 1986, and the District Award of Merit in 1981. He also received the Silver Beaver Award from the Boy Scouts of America in 1987 and the Patriotic Service Awards from the United States Treasury Department from 1979 to 1982.
