Shortly after the 9/11 attacks in 2001, Dr. Kesterman shifted from the finance field with the U.S. Department of the Treasury to start a second career post retirement in academia, teaching as a professor at the graduate school level. One of his first teaching positions was at the National Defense University at Fort McNair in Washington, DC, which focused on management of homeland security. Quickly, homeland security expertise morphed into cybersecurity expertise through teaching assignments at Georgetown University's School of Foreign Service, The Wilder School of Government at the Virginia Commonwealth University and the University of Maryland University College (UMUC), where he has taught over one hundred semester hours in seven different courses in cybersecurity and homeland security subjects since 2007. As a professor of cybersecurity at UMUC, Dr. Kesterman is an expert on cybersecurity governance, law, ethics, the psychology of hackers and ever-changing cybersecurity technology tools and threats. As a collateral duty, he was also the manager of cybersecurity employer and industry relations from 2014 to 2017 for the Graduate School with the objective of keeping the UMUC cybersecurity curriculum on the cutting edge. In 2018, he wrote a new course for the UMUC Accounting Department: Cybersecurity Risk Management for CPAs and Accountants in recognition of the growing need for cybersecurity to extend to the edges of the "Internet of Things."
Upon graduation from the United States Merchant Marine Academy in Kings Point, NY, in 1959, and completion of active duty and reserve duty as a Lieutenant Junior Grade with the U.S. Navy, he became a nuclear power engineer, building and refueling submarine reactors for the Navy at Mare Island Naval Shipyard in Vallejo, CA. As part of this work, he completed a course in nuclear engineering at the University of California, Berkeley, taught by the Atomic Energy Commission. A few years later, a promotion took him to Washington, DC, where he was assigned as a project engineer on the first refueling of the nuclear merchant ship "NS Savannah," managed by the U.S. Maritime Administration. He next became an assistant to the director of research in the department of transportation at the Maritime Administration from 1967 to 1972. He then was appointed president of International Services Corp. for four years to run the port of Muscat, Oman, under a contract with the United Nations. He also completed consulting assignments for the Government of Puerto Rico and the World Bank in the Philippines, Mexico and Panama. Next, he became vice president and secretary of the Shipbuilders Council of America for another four years. From 1981 to 1986, he changed careers to become a banker when recruited as vice president and department head for offshore marine and energy project finance with Rhode Island Hospital Trust National Bank in Providence, RI. For the bank, he executed a complex build and leaseback of a fleet of cargo ships for the U.S. Navy. During an energy downturn, he opened a regional loan origination office for the bank in the Mid-Atlantic region, specializing in commercial mortgage banking and real estate construction loans placed with insurance companies and pension funds. Following this position, he joined First Oxford Corporation from 1987 to 1990 as a senior vice president for commercial mortgage banking.
In the 1990s, he left the private sector and joined the Financial Management Service of the U.S. Department of the Treasury. He was quickly promoted to be the first director of a newly formed Risk Analysis Division with oversight of all federal direct and guaranteed credit programs. He went on to become a senior advisor for credit and cash management with the Office of Management and Budget in the Executive Office of the President in Washington, DC. After that, he became a senior advisor to the chief financial officer for Federal Student Aid for the U.S. Department of Education for three years. Upon retiring from government in 2005, he shifted his attention to completing his doctorate in higher education administration, graduating first in his cohort from George Washington University, also in 2005.
Notable were his international accomplishments while at Treasury during 1990 to 1997. On numerous occasions, Dr. Kesterman was requested by the Department of the Treasury, the Agency for International Development (AID) and IMF to go on foreign missions and educational assignments after the fall of the former Soviet Union. He taught financial management and banking to Russian officials at the All-Russia Academy for Foreign Trade in Moscow and taught bank examiners in the Central Bank in Kazakhstan. He also made trips to advise on small business loan programs set up for AID in Kiev, Ukraine, and Yerevan, Armenia, that were deemed highly successful. In 1994, he organized and delivered the Russian Financial Manager Intern Program, which brought 25 Russian interns to the Washington, DC, area for three months of on-the job training with business hosts such as Marriott and Freddie Mac with financial support of the Soros Foundation to provide exposure to financial industry best practices, complete with a visit to the floor of the New York Stock Exchange. He also represented the U.S. Small Business Administration at high-level Gore-Chernomyrdin Commission meetings in Moscow in 1997.
Dr. Kesterman has also contributed his time to building the security capabilities of the U.S. financial industries and organizations. In 2003, he was a co-author of a paper on the "Terrorist Risk Insurance Act, the Way Forward" written for the Center for Cyber and Homeland Security Policy at George Washington University when he was a senior fellow at the Center. In 2008, he served as a lecturer on Wall Street-related financial distress presented to FBI staff. In 2010, he served as program manager with the InfraGard DHS Grant Program for private sector outreach nationwide to explain the National Infrastructure Protection Plan in 35 cities with the participation of FBI and DHS officials. In 2012, he was selected for a six-month assignment to the Office of the Director of National Intelligence (ODNI) on anti-financial crime on the Internet as part of intelligence community analyst-private sector partnership program. Additionally, he was on the board of directors of InfraGard, National Capital Region from 2007 to 2015 as vice president and secretary. In 2008, he earned a diploma from the FBI Citizens Academy.
Dr. Kesterman began his MBA at Columbia University School of Business and took a leave of absence for a job opportunity out of the country. He subsequently received a Master of Business Administration from American University in 1968. In the following year, he completed one year of postgraduate work in Middle East studies at the Johns Hopkins University School of Advanced International Studies (SAIS). He received a Doctor of Education from George Washington University in 2005. Dr. Kesterman's dissertation, "Student Loan Borrowing in America: Metrics, Demographics, and Default Aversion Strategies," copyrighted and published December, 2, 2004, has become a landmark research report, cited 19 times as of 2018 in other dissertations and scholarly works on five continents. Additionally, he has published over 50 professional papers, articles and book reviews, and was an advisory editor of a law journal, The Journal of Maritime Law and Commerce, for fifteen years.
On top of his numerous degrees, Dr. Kesterman obtained a certificate in advanced commercial banking from the University of Virginia's Darden School of Business in 1982. Additionally, he received a certificate in 1970 for an executive development seminar for federal executives from Harvard Business School. He is a Certified Public Accountant in Maryland as well as a Certified Information Systems Auditor authorized through the Information Systems Audit and Control Association (ISACA).
Aside from his primary roles, Dr. Kesterman has held memberships in numerous organizations within his field including the Association of International Certified Professional Accountants, the Maryland Association of Certified Professional Accountants, the District of Columbia Institute of Certified Public Accountants, the Association of Government Accountants and ISACA. Furthermore, he has been involved with INSA (Intelligence and National Security Alliance) since 2009 and with the Aspen Security Forum of the Aspen Institute from 2012 to 2018.
For his numerous impressive accomplishments, he received the Hammer Award for Reinventing Government from Vice President Al Gore in 1995 and another Hammer Award presented by the Secretary of the Treasury, Robert Rubin, for Financial Innovations in 1996. In 2009, he was honored with the Outstanding Professional Achievement Award from the United States Merchant Marine Academy. He is listed in several editions of Who's Who in Finance and Business, Who's Who in Government, Who's Who in America, Who's Who in the East and Who's Who in the World.
Dr. Kesterman has dedicated time to community theatre, appearing in 50 musicals, operettas and classic dramas for over 45 years. Dr. Kesterman has been married to Iris Joan Kesterman for 54 years. They have three children, Lezlie, Noel and Amanda, and nine grandchildren: Brandon, McKenna, Drew, Ardyn, Trinity, Hudson, Spencer, Tyler and Ruby.
