An expert in mathematical analysis for defense systems, Dr. Harper worked as the senior analyst of Leidos Holding Corporation from 2013 to 2015 and of Science Applications International Corporation for the preceding 33 years. Her team has worked with the U.S. Department of Defense, where they serve as the analysts to the Office of the Secretary of Defense, Cost Analysis and Evaluation (CAPE), which was previously Program Analysis and Evaluation (PA&E). Their analysis has helped to save the tax payers billions of dollars on various DOD programs over the years. She began her professional career in the early 1970s as a part-time instructor of mathematics and junior lecturer at schools in Dublin, Ireland, including Trinity College Dublin, the College of Technology in Dublin, and University College Dublin. Upon returning to the United States, she lectured for one year at her alma mater, Purdue University as a part time staff member.
Born in Baltimore, but raised mostly in Chicago, Dr. Harper earned a Bachelor of Arts degree in mathematics from Oberlin College in Ohio in 1967. She went on to attend Purdue University in West Lafayette, IN, where she obtained a Master of Science in 1969 and a Doctor of Philosophy in mathematics in 1972. Since graduating, she has co-authored two publications for the Notre Dame Journal of Formal Logic and has been a member of the American Association of University Women. She is listed in the ninth edition of Who's Who in Science and Engineering and four editions of Who's Who of American Women.
