The president of the National Center for Higher Education Management Systems in Boulder, CO, since 2016, Dr. Johnstone proudly represents the private, non-profit organization whose mission is to improve strategic decision-making in higher education for states and institutions both in the United States and abroad. A career that spans more than 35 years in education, she brings with her an extensive amount of expertise. A former vice president of academic advancement at Western Governors University, she also served as provost and vice president of academic affairs at Winona State University. Furthermore, she lectured in the European division, was an instructor of psychology, assistant dean and director of the Center for Instructional Telecommunications at the University of Maryland University College, and briefly taught psychology at Radford College and social sciences at New River Community College.
In the field, Dr. Johnstone devoted 17 years as the founding executive director of the Western Cooperative for Educational Telecommunications (WCET) in Boulder between 1989 and 2006. A leader in the practice, policy and advocacy of technology-enhanced learning in higher education, WCET is a national, member-driven, non-profit organization that brings together colleges, universities, higher education organizations and companies to collectively improve the quality and reach of technology-enhanced learning programs. In 2015, the Sally M. Johnstone Award was created in her honor to recognize a young professional who has made an outsized contribution for their rank to the technology-enhanced learning community.

Whether through her teachings or participation in professional organizations, she has enjoyed every minute of it. Throughout her career, she has been involved by serving as a panelist for the U.S. Department of Education and the Aspen Institute in Washington, DC, presenter at multiple conferences, study advisor and consultant. She has been the executive director of the Foundation for Student Success since 2016. Locally, she has participated on numerous school advisory boards, was a science fair judge for several years at the University Hills Elementary School in Maryland, and served as a board member for the United Way in Winona, MN.
Dr. Johnstone has written extensively in her field. She is the author of eight books and manuscripts including "Lessons on Accommodations for Colleges and Rural High Schools Linking Electronically" in 1996 and "Advancing Campus Efficiencies: A Companion for Campus Leaders in the Digital Era" in 2008. She has also authored numerous chapters to books, co-authored and co-edited multiple publications in various professional journals and magazines, and was a columnist for "Syllabus" from 2001 to 2004. She has been a member of the editorial board for the Open Learning Journal and the American Journal of Distance Magazine since 2001, and editor of the Journal of Competency-Based Education since 2015.
Honored many times for her accomplishments, Dr. Johnstone received a Richard Jonsen Award for Service to the Educational Telecommunications Community in 2006, a Lifetime Achievement Award from the National University of Telecommunications Network in 2003 and a District Service Award from NUTN in 2000. She has also received several research awards and grants over the years. She has been cited in approximately 20 editions of Who's Who, including Who's Who in America, Who's Who in American Education and Who's Who of American Women. Highly educated, Dr. Johnstone earned a Bachelor of Science and Master of Science in psychology from Virginia Polytechnic Institute and State University in 1974 and 1976, respectively, and a Doctor of Philosophy in experimental psychology at the University of North Carolina in 1982.
