Since 1971, he has notably held the position of President for Transcomm, Inc., in Falls Church, VA. Additionally, he was an Associate Professor at George Washington University from 1971 to 1973 and a Director at the Computer Sciences Corporation from 1968 to 1978. Dr. Lerner further excelled as a Project Manager for the MITRE Corporation in Arlington, VA, from 1965 to 1968.
Prior to these appointments, Dr. Lerner served as the manager of the Initial Defense Communication Satellite Program for ITT, Inc., in Arlington, VA from 1962 to 1965, working with military satellite systems during this time. He was previously active as an Assistant to the President of the Associated Testing Laboratories, Inc., from 1961 to 1962. From 1958 to 1961, he flourished as a Manager of Field Engineering for the Merit Energy Company, formerly known as the Merit Light and Power Company. Dr. Lerner began his career as a design engineer with the RCA Corporation from 1957 to 1958.
Before embarking on his professional path, Dr. Lerner pursued an education at the Massachusetts Institute of Technology, earning a Bachelor of Science in Electrical Engineering in 1957. He continued his academic efforts with a Master of Business Administration from Columbia University in 1961. He concluded his studies at American University, graduating with a Doctor of Philosophy in 1968. Registered as a Professional Engineer in New York, Virginia and Hawaii, Dr. Lerner has additionally completed training at the United States Army Artillery and Missile School and the Industrial College of the Armed Forces, now known as the Dwight D. Eisenhower School for National Security and Resource Strategy.
Beyond his responsibilities within the field, Dr. Lerner has participated in numerous related professional endeavors. He contributed to the Office of Telecommunication Policy as a full-time consultant in the Executive Office of the President from 1971 to 1972. From 1957 to 1968, he completed service in the United States Army, rising to the rank of Captain prior to his honorable discharge. Furthermore, Dr. Lerner held the roles of Guest Lecturer for the Inter-American Defense College at Fort Lesley J. McNair and Adjunct Professor at the United States Naval Academy, the George Washington University and the University of Maryland.
Dr. Lerner found success with his written works as well, having authored many articles to such publications as Today's Engineer in 2011, TelePress LATINOAMERICA in 1995, International Telecommunication Union (ITU) Journal in 1991, Via Satellite in 1991, and Network World in 1990. An expert witness for over 40 federal and state regulatory proceedings within the telecommunication and electric utility industries, he was appointed to the Education Committee for the Institute of Electrical and Electronics Engineers (IEEE), through which a number of his papers have been published. Between 1990 and 2000, Dr. Lerner also penned several contributions to the prestigious ITU Journal of Telecommunications.
Having served on the Study Group for Application of Satellite Communications for Underdeveloped Nations for the National Aeronautics and Space Administration, Dr. Lerner has aided the Federal Communications Commission as a member of the Cable Television Advisory Group and the Advisory Group for the Landmobile World Administrative Radio Conference. He has additionally dedicated his efforts to the U.S. Interdepartmental Committee on Atmospheric Sciences and the U.S. Government Telecommunications Protocol Mission to the People's Republic of China. Dr. Lerner further worked for the United States government on the President Lyndon B. Johnson's Task Force on Communications Policy, as the representative to International Telecommunication Union, and on the Working Groups for Common Carriers and International Communications in the Office of Technology Assessment for the United States Congress.
In addition to his primary vocation, Dr. Lerner remains affiliated with various organizations in relation to his areas of expertise. He has maintained involvement with the National Association for Business Economists, the American Economic Association, the National Society of Professional Engineers, the American Association of Engineering Societies and the Pan American Union of Engineers' Associations. He was also associated with the Organization of American States as a developer of the Engineering for the Americas Program, an Advisory Board Member and a Coordinator for the CITEL-USAID-Pan American Development Fund. Moreover, Dr. Lerner is a lifetime member of the IEEE.
In light of his exceptional undertakings, Dr. Lerner has accrued several accolades throughout his impressive career. From 2010 to 2012, he completed an IEEE Diplomatic fellowship for the United States Department of State and the Organization of American States as the Senior Advisor to the Executive Secretary of the Inter-American Telecommunication Commission (CITEL) and as Special Representative to the Caribbean members. Previously, he was recognized as a Fellow of Columbia University from 1958 to 1959. Dr. Lerner was selected for inclusion in multiple editions of Who's Who in Finance and Industry, Who's Who in the Media and Communication and Who's Who in the South and Southwest.
