Frank Harrison Merrill has been recognized with the Army Commendation Medal in 1979 and the God and Service Award of the Church Commission for Civic Youth Serving Agencies in 1984.

Since 2012, Mr. Merrill has been a Developer II at HealthLink. Prior to this appointment, he was a Senior Development Programmer for Trust Company America from 2006 to 2011. Overlapping with this role, he served as the Director of Software Development at Drycreek Associates Corporation from 2004 to 2010. He spent the bulk of his career as the owner and system consultant of Dynamic Solutions in Denver, CO, from 1986 to 2004. In the two years leading up to this role, he was a Data Processing Manager at PBI/BAXA, Inc., in Denver.

In 1983, Mr. Merrill was a Programmer-Analyst at Titsch & Associates in Denver. In the two years before holding this position, he worked as a Programmer-Analyst at M.L. Foss, Inc., in Denver. He has also spent time as a Metallurgical Engineer at Cominco American, Inc., in Bixby, MO, from 1980 to 1981 and at Inspiration Consolidated Copper Company in Miami, AZ, from 1979 to 1980.

During Mr. Merrill's time in the Metallurgical Engineer role with Inspiration Copper, they had been experiencing throughput problems with the primary grinding circuit for an extended period of time. Within the three months of being assigned to look into the matter, he had identified and resolved the issue resulting in grinding performance rising from 80-85 percent of rated capacity to over 100 percent of rated capacity.

Aside from these endeavors, Mr. Merrill was a consultant in information systems in Denver from 1985 to 2010. Simultaneously, he was a continuing education instructor with the Colorado PICK User's Group in Denver from 1980 to 2001.

At the University of Phoenix, Mr. Merrill was a member of the graduate computer information system faculty on the Colorado campus from 1991 to 1994. He also served on the Board of Directors of the Institute for Certification of Computer Professionals from 1993 to 1996, and was a part owner of Drycreek Associates Corporation from 2004 to 2010.

Mr. Merrill was always fascinated by computers as a student. While in high school, he remembers being particularly interested in the IBM 360, which was the most impressive computer at the time. His academic pursuit began at the Colorado School of Mines, where he earned a Bachelor of Science degree in Metallurgical Engineering in 1976. He continued his studies at the University of Denver and received a Master of Computer Information Systems degree in 1988. While at school, he gained a deeper appreciation for engineering and information systems.

After graduating from college, Mr. Merrill served in the U.S. Army from 1977 to 1983, achieving the rank of First Lieutenant. In 2013, he joined the U.S. Coast Guard Auxiliary, serving as Commander of Flotilla 085-01-04 in Denver in 2017. Since 2014, he has served on the National Staff of the auxiliary, first as Division Chief for National Systems Support from 2014 to 2016 and as an IT Fellow in the Computer Software and Systems Directorate from 2016 to the present.

Upon leaving active duty in 1979, Mr. Merrill worked in the field of mill metallurgy until the metals market collapsed in 1981. He went to work for a small industrial supply company where his mother-in-law and wife were working. The company had just installed a new computer system, so he worked there at nights and taught himself the system, thus starting his illustrious career.

In addition to his degrees, Mr. Merrill is a Certified PICK Professional and has previously held certifications as a Certified Computing Professional from the Institute for Certification of Computer Professionals, CompTIA A+ certification, Microsoft Certified Systems Engineer, and IBM Certified Solutions Expert. He has also contributed several articles in professional journals. He wrote "Program Calculates Hydrocyclone Efficiency" in Chemical Engineering in 1981, "Automating the Information and Referral Function at a Regional Senior Citizens Center" in the Journal of Systems Management in 1992, and "Security on the PICK System" in International Spectrum Magazine in 1995.

Civically, Mr. Merrill was a leader in the Boy Scouts of America in Globa, AZ from 1979 to 1980, and in Denver, CO from 1973 to 1977, 1981 to 1985, and 1996 to 2014. He and his wife were a Presenting Team Couple with Aldersgate Marriage Encounter from 1986 to 1994, serving as an Executive Couple from 1990 to 1994. He and his wife represented the Aldersgate Expression on the Marriage Encounter Interfaith Board in Denver from 1985 to 1989 and served as Chaircouple of the Board from 1988 to 1989. Mr. Merrill served on the Nominating Committee for the Denver First Free Methodist Church and was named to the church's Board of Property and Finance in 1992 in which position he served until 1994.

Mr. Merrill was a Professional Member of the Association for Systems Management from 1982 to 1996. During this time, he served as the President of the Mile-Hi Chapter from 1992 to 1993, was named to the International Certification Advisory Committee in 1993, chairing the Committee from 1994 to 1995. He was elected to the Division 17 Council in 1994, and held the Vice-Chairmanship of the Council from 1995 to 1996. Mr. Merrill served as the Education Chairman of the Colorado PICK Users Group from 1984 to 2000. He was previously an Engineer Member of the Society of Military Engineers from 1972 to 1984, a member of the Information systems Security Association from 1985 to 1998, and a member of the Institute of Electrical and Electronics Engineers from 1986 to 2004.

Other organizations in which Mr. Merrill holds membership include the A.C. Gilbert Heritage Society, where he served as Rocky Mountain Regional President and a member of the Executive Board from 1995 to 2002. He has been a member of the Sons of the American Revolution since 1987. Mr. Merrill was a Charter Member of MG Keith L. Ware Post 100 of the Scottish-American Military Society, serving as the Post Comptroller from 1991 to 1995, and again from 2014 to the present.

In acknowledgement of his numerous accomplishments throughout his career, Mr. Merrill has been recognized with the Army Commendation Medal in 1979, the God and Service Award of the Church Commission for Civic Youth Serving Agencies in 1984, the Distinguished Service Award of the Association for Systems Management in 1996, and the Boy Scouts of America Silver Beaver Award in 2007. Additionally, the Coast Guard Auxiliary has honored Mr. Merrill with the auxiliary Achievement Medal in 2016 and Auxiliary Commandant's Letters of Commendation in 2017 and 2018.
