Prior to obtaining these positions, she was an associate and an intellectual property attorney for Levy & Grandinetti from 1997 to 2003, an associate with Oliff & Berridge PLC in 2001, and attorney contractor with multiple Washington law firms from 1994 to 1996. Earlier in her career, Ms. Barran served in the music industry, having been the interim department head and development associate for the American Symphony Orchestra League from 1980 to 1984 and Master Class Administrator for the Wolf Trap Foundation in 1980 and instructor of music with the Indian River School District from 1976 to 1979.
Ms. Barran began her career as a student at Susquehanna University, obtaining a Bachelor of Music Education in 1976. She continued her education at the University of Cincinnati, completing a Master of Arts in Arts Administration in 1982. Later in her career, she returned to her studies at Georgetown University, earning a Doctor of Jurisprudence in 1993. Ms. Barran has been admitted to practice in the state of Virginia and the District of Columbia, as well as before the U.S. Court of Appeals for the Federal Circuit, the U.S. District Courts for the Eastern District of Virginia and the District of Columbia, the D.C. Court of Appeals, the U.S. Court of Appeals for the 4th Circuit, the U.S. Court of Appeals for Veterans Claims, and the United States Supreme Court.
A respected voice in her community, Ms. Barran has held a number of leadership roles in her areas of interest, including as voluntary counsel for the Veterans Consortium Pro Bono Program. She has been featured in numerous honors publications, including multiple editions of Who's Who in American Law and Who's Who of American Women.
