After accruing 45 years of experience as an environmental advocate and nuclear expert, Dr. Cochran in 2016, retired from the Natural Resources Defense Council (NRDC), having served on its staff for 38 years and as a consultant for an additional five years. After receiving his Ph.D. in nuclear physics, Dr. Cochran began his career serving on active duty as a naval officer and as an Assistant Professor of Physics at the U.S. Naval Postgraduate School. This was followed by roles of increasing responsibility at Litton Industries and then Resources for the Future before joining NRDC. During his career Dr. Cochran served on numerous U.S. government advisory committees—at the Department of Energy, the Nuclear Regulatory Commission and the General Accounting Office—and in the private sector for the Three Mile Island Public Health Fund.
One of Dr. Cochran's career highlights was a project which he initiated jointly with the Soviet Academy of Sciences in 1986. Seismic stations around nuclear weapon test sites in the Soviet Union and the United States were established and manned jointly by U.S. and Soviet seismologists to demonstrate capabilities for monitoring a ban on nuclear weapons testing. This collaboration led to a set of "Black Sea Experiments." Conducted aboard a Soviet nuclear missile cruiser, these experiments were designed to study the utility of radiation detectors for detecting the presence or absence of nuclear weapons on ships.
Dr. Cochran obtained a Bachelor of Engineering in electrical engineering, a Master of Science in physics and a Doctor of Philosophy in physics from Vanderbilt University. He continues his affiliation with the America Physics Society as a Fellow, the American Association for the Advancement of Science as a Fellow, the Federation of American Scientists, where he received the Szilard Award, the Health Physics Society, the American Nuclear Society and the Sigma Xi Society.
With a plethora of knowledge at his disposal, Dr. Cochran authored The Liquid Metal Fast Breeder Reactor: An Environment and Economic Critique, and he co-authored four volumes of the Nuclear Weapons Databook series and Making the Russian Bomb. In addition, Dr. Cochran has authored and co-authored numerous scholarly papers on nuclear weapons, arms control, civil nuclear power and nuclear waste management. For his professional accomplishments, he has been recognized with features in Who's Who in America and Who's Who in Science and Engineering.
