Dr. Duncan has been a retired president at Howard Community College in Columbia, MD, since 2008. She is also the former president of State University of New York at Delhi, having served from 1991 to 1998 and the former interim president and dean of planning and development at the Community College of Baltimore County from 1988 to 1990. During her 45 years in academia, Dr. Duncan's also taught English and Latin at West Islip School District in New York between 1963 and 1971 before teaching and serving as director of the eastern region and institutional development at Tri-County Technical College in South Carolina.
Although she never aspired to work in administration, Dr. Duncan reflects back on her years at Howard Community College as some of her best. When she arrived at the school in 1998, the school was in poor shape. However, after stepping in and taking charge, she was able to get the campus back to where it needed to be in a short amount of time. She reflects that it was a wonderful time in her career. While teaching at the Community College of Baltimore County, she notably co-authored a book called "Indicators of Institutional Effectiveness: A Process for Assessing 2-Year Colleges," published in 1989.
Dr. Duncan is also a member of the American Association of Community Colleges and the American Association for Women in Community Colleges, and has been a member and longtime legislative liaison of the National Council for Resource Development since 1990.
The recipient of a Merit Award from the South Carolina Women in Higher Education in 1985, Dr. Duncan also received a John Fry Award in 1981 and Merit Award in 1982 from the American Association of Community Colleges. She has been showcased in close to a dozen editions of Who's Who in America, Who's Who in American Education, Who's Who in the East and Who's Who of American Women. Dr. Duncan has held a Bachelor of Science from St. John's University since 1963 and a Master of Arts and Doctor of Philosophy from the University of Connecticut since 1973 and 1982, respectively.
