Dr. Armacost has spent his entire career developing and applying his Operations Research-based planning and analytical expertise in the United States Coast Guard and in higher education as well as in consulting relationships with numerous institutions. After serving over 20 years in engineering, operational, analytical and commander roles in the Coast Guard, he retired as a Commander. His military career was followed by a career in academia to teach and conduct research at Marquette University (Management) and the University of Central Florida (Industrial Engineering.) His analytical and planning expertise led to his appointment as the Founding Director of the Analysis and Planning Support office at the University of Central Florida (UCF) and later as a special advisor to the Dean of the new UCF College of Medicine during its initial development. He retired and was appointed to Emeritus status at UCF in 2007 and continues to consult with higher education institutions as a principal of Higher Education Assessment and Planning. In a career filled with highlights, he notes that being able to bring analysis to support data-informed decision-making at the highest levels of the Coast Guard and the University of Central Florida were standout moments. The most rewarding moments are realized in the accomplishments and success of officers, students, and colleagues whom he has supported and mentored over the years.
An expert in his field, Dr. Armacost holds a Bachelor of Science, with honors, from the United States Coast Guard Academy, a Master of Science from the Naval Postgraduate School, and a Doctor of Science in operations research from The George Washington University. In order to remain abreast of changes in the field, he maintains affiliation with the Institute for Operations Research and the Management Sciences where he served in numerous leadership roles. He formerly was active with the Mathematical Programming Society (founding member), the Institute of Industrial Engineers, where he served as vice president, and the Association for Institutional Research, among many others.
In his spare time, Dr. Armacost gave back to his community through Maryland Right to Life, the Milwaukee Archdiocesan Pastoral Council and Nicolet High School, and currently is involved with the Flagler Family Life Center dedicated to supporting victims of domestic violence and sexual abuse in Flagler County, FL.
In light of his community accomplishments, he was named Outstanding Civic Volunteer in Bowie, MD and recently was named the Family Life Center Volunteer of the Year. He earned four Commendation Awards from the U.S. Coast Guard, was honored as a national finalist for a White House fellowship, and received the UCF award for excellence in professional service.
Looking ahead, Dr. Armacost intends to continue to share his analytical and planning expertise with community organizations in a voluntary capacity.
