Dr. Talmadge has worked in academia and the field of nursing and for close to 35 years. Retiring as director and professor with the school of nursing at California State University, Long Beach in 2001 after eight years, she formerly taught at a number of other institutions, including Georgia Southern University in Statesboro, Hawai'i Loa College in Kaneohe and the University of Hawai'i. Dr. Talmadge also taught at the Miami Valley Hospital School of Nursing in Dayton, Ohio, and taught the licensed practical nursing program for the Dayton Board of Education.
Prior to her years in education, Dr. Talmadge was a staff charge nurse at the Crawford W. Long Hospital, now known as the Emory University Hospital Midtown, in Atlanta from 1961 to 1962. She then devoted over 10 years as a clinical nurse specialist and director of nursing at the Hawaii State Hospital in Kaneohe, administrative assistant to the director of health at the Hawaii State Department of Health in Honolulu and clinical nurse specialist at the Windward Community Counseling Center in Kaneohe. Exiting the field in 1983 to concentrate solely on her academic career, Dr. Talmadge has enjoyed the many rewards that both careers have to offer.
Early in her career, Dr. Talmadge received a funding grant from the University of Hawai'i School of Public Health to compare and contrast healthcare services in Guam, Hong Kong, Japan and Taiwan in 1971. Between 1978 and 1980, she served as the secretary of the Governor's Commission on Mental Health and Criminal Justice in Honolulu. During the 1980's, Dr. Talmadge chaired the Windward Oahu Service Area Board on mental health and substance abuse in Honolulu and was a consultant for the Tokyo Women's Medical University, School of Nursing and for various other local and international organizations.
Serving as a community representative on the Bulloch County Accountability-Treatment Court since 2016, Dr. Talmadge has previously served on the board of directors for the New Beginnings for Children and chaired the nursing task force for the health committee of the Statesboro-Bulloch Chamber of Commerce. Currently working on research in 20th century Hawaiian mental health, she has plans to publish the results very soon. With a number of other publications to her name, she most recently authored a chapter for the book "Students at Risk: Pitfalls and Promising Plans." Dr. Talmadge has served as a member of the American Association of Colleges of Nursing and the National League of Nursing. She has been a member of Sigma theta Tau (International Nursing Society) and Phi Kappa Phi. She is professor emeritus from California State University Long Beach.
During her tenure, Dr. Talmadge was also actively involved in a number of other organizations. She was a 2000 member of the University Ambassador Team to visit Cuba and was the president of Altrusa International in Statesboro from 2008 to 2010 where she was a longtime member from 2001 to 2016. She is further affiliated with the Georgia Trust Historic Preservation, the National Trust Historic Preservation, the National Wildlife Federation, the Humane Society of the United States and the National Parks Conservation Association, among other organizations, and is a charter member of the National Women's History Museum. Dr. Talmadge was notably responsible for restoring the Pope-Talmadge house, and since has had it placed on the National Register of Historic Places.
Honored with a Community Service Award from the African American Caucus at Georgia Southern University, in 1993, Dr. Talmadge later received a Bautzer Award from California State University in 2000. She has been cited in more than 25 editions of Who's Who, including Who's Who in America, Who's Who in American Education and Who's Who in American Nursing. Prior to embarking on her illustrious career, she earned a Bachelor of Science in nursing from the University of Dayton in Dayton, Ohio, in 1966. Following this accomplishment, she received a Master of Public Health from the University of Hawai'i in 1971. Concluding her education with the University of Hawai'i, she obtained a Doctor of Philosophy in 1989, Dr. Talmadge was certified as a registered nurse in 1961 and has also been certified in family life education.
