Since 1991, Mr. Keeling has excelled as the president and chief staff officer of the Employee Stock Ownership Plan Association, a national trade association that promotes the growth of employee ownership in the U.S. through employee stock ownership plans. Founded in 1978, the Employee Stock Ownership Plan Association is the only organization that advocates on behalf of all companies that have, or are considering, an employee stock ownership plans. Since accepting the role of president for the Employee Stock Ownership Plan Association more than 25 years ago, he has helped association experience much growth in both membership and revenue. Mr. Keeling has also had the opportunity to visit close to 580 employee owned companies and participate in approximately 200 speaking engagements across the United States since 2000.
Further active as the president of the Employee Stock Ownership Plan Association's affiliated 501(c) non-profit educational and research foundation, the Employee Ownership Foundation, Mr. Keeling has also contributed to The ESOP Report, a monthly publication. Prior to these appointments, he was the general counsel for the Employee Stock Ownership Plan Association between 1984 and 1991, maintaining a private practice of law that focused on legislative and administrative issues related to tax and retirement income policies. Mr. Keeling also represented the Employee Stock Ownership Plan Association on several legislative initiatives before Congress.
Mr. Keeling's tenure and expertise in law stem from his previous experience as counsel for Zuckert, Scoutt & Rasanberger in Washington as well as the principal for David P. Stang, P.C. in Washington. He also worked as the chief of staff for Congressman J.J. Pickle of Austin, Texas, and as an employee of the Texas State Legislature. Likewise, Mr. Keeling has served as a private consultant to several labor and farm groups.
Mr. Keeling initially pursued an education at Yale University, earning a Bachelor's degree in 1969. He concluded his studies with a Doctor of Jurisprudence from the University of Texas in 1971. Certified as an association executive by the American Society of Association Executives, Mr. Keeling has been admitted to practice law by the District of Columbia Bar and the State Bar of Texas.
A member of the American Bar Association, Mr. Keeling is a lifetime member of the National Association of Royalty Owners. He has been notably presented with a School of Management and Labor Relations Recognition Award from Rutgers, the State University of New Jersey in 2016 and a Distinguished Service Award from the Small Business Council of America in 1993. Moreover, Mr. Keeling has been selected for inclusion in every edition of Who's Who in America since 2001, as well as over a dozen more editions of Who's Who in Finance and Business, Who's Who in American Law, Who's Who in the East, Who's Who in the World and Who's Who of Emerging Leaders in America.
