He was further active as a research soil scientist from 1960 to 1968 and as a line project leader from 1960 to 1965. Earlier in his career, Dr. Carter found success as a soil scientist with the Agricultural Research Service from 1956 to 1960.
Prior to embarking on his professional path, Dr. Carter pursued his education at Utah State University, obtaining a Bachelor of Science in 1955. He continued his studies with a Master of Science in 1957, also at Utah State University. Moreover, Dr. Carter concluded his academic efforts at Oregon State University in 1961, graduating with a Doctor of Philosophy.
A respected leader in his industry, Dr. Carter has been affiliated with a number of organizations in his community. A fellow of the American Society of Agronomy and the Soil Science Society of America, he is a member of the Soil Conservation Society of America, the International Society of Soil Science, the Western Society of Soil Science, the International Society of Soil Science, and OPEDA. A contributor of articles to professional journals, Dr. Carter has authored and coauthored several books in relation to his areas of expertise.
Throughout his career, Dr. Carter has been celebrated for his contributions to the field. He received the Emmett J. Culligan Award from the World Water Society and the Soil Conservation Award from the Soil Conservation Society of America. Dr. Carter has been featured in numerous publications, including multiple editions of Who's Who in America, Who's Who in Science and Engineering, and Who's Who in the West.
