Dr. Stark has been recognized as executive director emeritus of the Minnesota Civil Liberties Union since 1987, having worked for this organization as its executive director since 1973. Prior to this role, he excelled as an assistant professor, the coordinator of human relations programs, advisor of minority students and graduate students, and a consultant at the University of Minnesota from 1963 to 1973. He served as the dean of students at Moorhead State University from 1962 to 1963.

Dr. Stark's career successes were launched as a teaching fellow at Case Western Reserve University from 1960 to 1962; a residence coordinator, counselor and research assistant at the University of Minnesota from 1952 to 1960; and initially as an assistant to the registrar at Long Island University, 1951 to 1952.

Dr. Stark attended New York University, completing coursework in 1948; studied under T.S. Eliot in the Arts in Britain Today, a summer course, through the University of London in 1950; and completed his undergraduate studies at Ohio University, where he was awarded a Bachelor of Arts in English and Bachelor of Science in Education in 1951. He attended graduate school at Teachers College, Columbia University, 1951-1952, and was referred to Minnesota to work under the nation's leading expert in the field of college student personnel work, Dr. E.G. Williamson, the dean of students at the University of Minnesota. There he earned a Master of Arts in educational psychology in 1959. Dr. Stark concluded his education in 1963 at Case Western Reserve University in Cleveland, Ohio with a Doctor of Philosophy in educational administration and counseling.

A respected voice, Dr. Stark has been an active leader in the community at large. His professional association memberships include American Personnel and Guidance Association, American College Personnel Association, National Vocational Guidance Association, Twin Cities Vocational Guidance Association, Northeastern Ohio Personnel and Guidance Association, and the American Psychological Association. Dr. Stark has also been active with the Minnesota AFL-CIO, the Cleveland Federation of Teachers, the Minneapolis Federation of Teachers, Psi Chi, and Phi Delta Kappa.

Dr. Stark received accolades from a variety of professional organizations for his contributions and presented with many honors throughout his careers, including being awarded one of the 100 Distinguished Alumni of the College of Education & Human Development at the University of Minnesota; the Medal of Merit Award, Ohio University Alumni Association; the Advancement of Justice Award from the Hennepin County Bar Association; and the Freedom of Speech Award from American Atheists, among myriad other awards and honors. Dr. Stark has also been selected for inclusion in numerous publications, including multiple editions of Who's Who in America.
