Mr. Crosby holds a Bachelor of Arts from Yale University and a Doctor of Jurisprudence from Columbia University. He served as an officer in the United States Navy from 1968 to 1971, first on the aircraft carrier, USS Shangri-la (CVA-38), and then with the Naval Investigative Service in Washington, DC. Mr. Crosby began his career on Capitol Hill as the Minority (Republican) Counsel for the Committee on Rules of the United States House of Representatives, where he later became Chief Counsel of the Committee. He was with the Rules Committee for 27 years from 1972¬1999. He then joined the retiring Chairman of the House Rules Committee, Rep. Gerald B. H. Solomon in establishing the The Solomon Group. Following the death of Rep. Solomon, the Solomon Group was acquired by the Livingston Group, headed by former Rep. Robert L. Livingston. Today, Crosby works for The Livingston Group LLC as a consultant and for The Crosby Group LLC as the president, positions he has held since 2005.
Crosby is a member of the Kentucky Bar Association, the District of Columbia Bar Association, the Republican National Lawyers Association and The Federalist Society. In his spare time, he makes it a point to contribute to his community through the Fairfax County Republican Committee, where he has been a member since 1980, and the McLean Citizens Association, where he has been a board member since 2009. He co-authored "The Manual on Legislative Procedure in the United States House of Representatives" in 1986.
For his outstanding work in the field, Mr. Crosby has been recognized with features in Who's Who in America, Who's Who in the East, Who's Who in American Law and Who's Who in American Politics. Mr. Crosby plans to continue his career.
