With more than 45 years of professional experience, Ms. Fleming has most recently worked as the city manager for the city of Palo Alto, CA, from 1992 to 2000, having previously held the post of the assistant city manager from 1980 to 1992 and the director of libraries from 1968 to 1979. Prior to these appointments, she excelled as an associate professor at Philander Smith College from 1960 to 1966 as well as a high school librarian for Little Rock Public Schools from 1955 to 1956. Earlier in her career, Ms. Fleming served as a branch librarian for the Brooklyn Public Library from 1954 to 1955.
Ms. Fleming initially pursued an education as a student at Talladega College, where she obtained a Bachelor of Arts in 1953. She subsequently enrolled at Drexel University, earning a Master of Library Sciences in 1954. Ms. Fleming later completed coursework in the Executive Program at Stanford University.
A respected voice in her industry, Ms. Fleming has been active with a number of organizations in her community. A member of the International City Managers Association and Links, Inc., she has contributed on the board of directors of Rotary International, and as correspondence secretary of Delta Sigma Theta. The former president of the search committee of Foothill College, she has found success on the boards of directors for the Paul D. Camp Community College Foundation and the Blackwater Regional Library. Ms. Fleming was formerly affiliated with the allocation committee for the United Way of Santa Clara.
Throughout her career, Ms. Fleming has been celebrated for her contributions to the field. She notably accepted the Chancellor's Award for Leadership in Philanthropy from Virginia Community College. Likewise, Ms. Fleming has been featured in numerous publications, including multiple editions of Who's Who in America, Who's Who in the West, and Who's Who of American Women.
