With nearly 55 years of professional experience, Ms. Lockard was a real estate broker with Pepper Properties from 1971 to 2003, also serving as president of Pepper Properties from 1973 to 2003. She was a professional model with Lisa Van Zandt in Tucson from 1963 to 1965. Prior to obtaining her current role, she was in real estate sales with Arizona Enterprises from 1970 to 1971 and with Denton Real Estate from 1969 to 1970. Earlier in her career, Ms. Lockard was a legal secretary with Waterfall, Economidis, Falk & Caldwell in 1969, with Boyle, Bilby, Thompson & Shoenhair from 1968 to 1969, and with Royal and Carlson from 1964 to 1968.
Ms. Lockard began her career as a student at the University of Denver, completing coursework from 1949 to 1950. She later returned to her studies with the University of Arizona, completing coursework in 1960. She is the former vice chair of the Tucson Book Publishing Association and the former chair of the Rocky Mountain Book Publishing Association.
A respected voice in her areas of interest, Ms. Lockard has been an active leader in her community. She held the position of chair of the Tucson Board of Adjustment for four years. She is the former chair of the Tucson Sign Code Advisory and Appeals Board and the vice chair of the Tucson Planning and Zoning Commission. She is a past member of all six of Tucson's sign code committees, being a member of those committees from 1970 to 1996. She was chair of the Arizona Young Republicans in 1966. She was on the Centennial Committee of the College of Architecture at the University of Arizona. She has served on the board of directors for the Tucson Festival Society, the Blenman-Vista Neighborhood Association, the North Mountain Park Association and Planned Parenthood of Southern Arizona.
Throughout her career, Ms. Lockard has been recognized for her contributions. She was named the Young Republican Woman of the Year by the Arizona Young Republicans in 1966 and was named a Distinguished Citizen by the University of Arizona Alumni Association in 1985. Her autobiography, Speaking Out, was published in 2004. In 1985, Pepper Publishing's book Design Drawing received the Rocky Mountain Book Publisher's Award for Design and Production Excellence. In 1986, Ms. Lockard's book, This Is Tucson: Guidebook to the Old Pueblo received the Rocky Mountain Book Publishers Association Award for Design and Production Excellence. In 1989, she received the Benjamin Franklin Award from the Rocky Mountain Book Publishers Association for her design and editorial work on Where the Desert Meets the Sea: A Trader in the Land of Seri Indians, by David Yetman. She has been featured in numerous honors publications, including the 17th edition of Who's Who of American Women and was listed in Who's Who in Arizona in 1985.
