In addition, he is a certified municipal financial officer in the state of New Jersey and a registered municipal clerk. He has always excelled in mathematics and began his career in municipal government as a borough treasurer. Mr. Burr then became the borough clerk of Westville, New Jersey, where he also served as registrar of vital statistics, chief financial officer. He became the administrator of Westville, New Jersey after six years.
Civically, Mr. Burr has served as a board member and registrar of the Sons of Colonial Wars, was active with the Westville Emergency Management Council as vice chairman and commissioner and the secretary of the Westville Environmental Commission. Furthermore, he has excelled as a member of the Westville Planning Board, assistant librarian of the Genealogy Branch Library in Cherry Hill, NJ, chairman of the Salvation Army and a coordinator for United Way. Mr. Burr has also found much success as treasurer of the Westville Board of Education and chairman and secretary of the Gloucester, Salem, and Cumberland Counties Municipal Joint Municipal Insurance Fund.
Outside of his practical and volunteer work in the field, Mr. Burr has also contributed his expertise to articles in professional journals. He also served as senior publications chairman of the New Jersey Chapter of Children of the American Revolution. For his accomplishments throughout his career, he has received several awards and honors, including a Citation of Merit from the New Jersey Mayor's Association, a research fellowship from the University of Montana and the University of Delaware, a Samuel Victor Constant fellowship from the Society of Colonial Wars, and the Presidential Lifetime Achievement Award for Volunteerism. Additionally, Mr. Burr has always been interested in zoology, birds, and ecology, and he is most proud of being able to present his paper at the National Wildlife Federation in 1968. He has been involved with the Gloucester County Historical Society as president (1990-1996), volunteer (1973-Present), and member of the board (1978-Present).
Today, in order to remain aware of developments in his field, Mr. Burr maintains affiliation with a host of industry societies, committees, and organizations, including the New Jersey Municipal Managers Association, the New Jersey State Police Office of Emergency Management, the International Institute of Municipal Clerks, the Gloucester County Municipal Clerks Association, the Municipal Clerks Association of New Jersey, the Tri-County Association of Tax Collectors and Treasurers, and the Tax Collectors and Treasurers Association of New Jersey. He has also served with the Reserve Officers' Training Corps. Mr. Burr has been selected for inclusion in multiple editions of Who's Who in the East, Who's Who in the World, and Who's Who of Emerging Leaders in America.
