Dr. Kim-Farley is a Professor-in-Residence with joint appointments in the Departments of Epidemiology and Community Health Sciences at the Fielding School of Public Health of the University of California, Los Angeles (UCLA). He served as the Director of Communicable Disease Control and Prevention at the Los Angeles County Department Public Health between 2004 and 2018, where he was responsible for supervising the Acute Communicable Disease Control Program, the Vaccine Preventable Disease Control Program, the Tuberculosis Control Program, the Veterinary Public Health Program and the Public Health Laboratory. Dr. Kim-Farley was previously employed as a medical epidemiologist at the Centers for Disease Control and Prevention in Atlanta, GA, between 1981 and 2004 where he had multiple assignments to the World Health Organization (WHO).
Some of Dr. Kim-Farley's areas of interest have included the reduction, elimination and eradication of communicable diseases, international public health, epidemiology for evidence-based health policy and the mitigation of, preparedness for, and response to the natural occurrence, accidental release or the deliberate use of biological agents. He has contributed multiple articles to scholarly journals and other publications as a result of his research specific to public health.
Dr. Kim-Farley is a longstanding member of the American Public Health Association and serves as an Associate Editor for the American Journal of Public Health. His work with the WHO included serving as the WHO Representative to India in New Delhi, India (1999-2002), where he received the "Certificate for extraordinary dedication and valuable support during the emergency response and rehabilitation stages consequent to the earthquake in the State of Gujarat, India" awarded by the Regional Director, SEARO, WHO; the WHO Representative to Indonesia in Jakarta, Indonesia (1993-1999); the Director of the WHO Expanded Programme on Immunization (EPI) in the WHO Headquarters in Geneva, Switzerland (1989-1993); and the Regional Advisor (1986-1988) and Medical Officer (1984-1986) for the EPI in the WHO Southeast Asia Regional Office (SEARO) in New Delhi, India. During his time with the WHO in Indonesia, Dr. Kim-Farley notably worked with the Ministry of Health and other partners to eradicate poliomyelitis within the country; and served as Chairman of the United Nations (UN) Theme Group on HIV/AIDS for the Joint UN Program on AIDS. He was a Public Health advisor for the U.S. Agency for International Development (USAID) in Washington, DC (1988-1989) where he assisted in the implementation of USAID's immunization and other child survival policies and formulating immunization, acute respiratory infection (ARI) and other child survival strategies.
Over the course of his career in medicine and public health, Dr. Kim-Farley's participation in the field has led to numerous recognitions, including: The Charles DeGraw TB Advocacy Award for "Outstanding Effort or Achievement in Advocating for Increased Support and Recognition of TB Control and Prevention Efforts" by the National TB Controllers Association (2018); the Public Health Leadership Award from Southern California Public Health Association (2008); The Kasatria Bakti Husada (Knight of the Health Services) Award from the Ministry of Health of the Government of Indonesia (1999); and the Surgeon General's Exemplary Service Medal from the United States Public Health Service (1993). He was also named to the UCLA School of Public Health Alumni Hall Fame (2004); and has been included in more than 25 editions of Who's Who in America, Who's Who in Medicine and Healthcare, Who's Who in Science and Engineering and Who's Who in the World.
First earning a Bachelor of Science in Electrical and Electronic Engineering (BSEE) from the University of California, Santa Barbara (UCSB), in 1970, Dr. Kim-Farley soon after traveled to Africa as a volunteer with the Bahá'í Faith (1972-1973) where he also became interested in a career in international public health. He returned to the United States, where he pursued a Master of Public Health (MPH) at UCLA in "Population, Family, and International Health," graduating in 1975. He then completed a Doctor of Medicine at the University of California, San Francisco (UCSF), in 1980. He has since become board-certified in Preventive Medicine and Public Health.
Born in Troy, NY, Dr. Kim-Farley later married his wife Han Ju in 1976 with whom he travelled around the world for a year in service to the Bahá'í Faith (1978-1979) and performed volunteer work at the National Hospital of Western Samoa and the National Institute of Nutrition in Hyderabad, India. He climbed Mt. Kilimanjaro when he was 25 years of age, traveled to Antarctica on a Russian icebreaker at age 50, and is planning to go into space when he is 75. He has one daughter and two granddaughters. In his free time, Dr. Kim-Farley enjoys travel (he has visited over 70 countries), writing, swimming, and playing the guitar.
