Dr. Roger Kaufman is a professor emeritus of educational psychology and learning systems at Florida State University in Tallahassee.

A professor emeritus of educational psychology and learning systems at Florida State University in Tallahassee, he formerly served the university as professor and director of the Center for Needs Assessment and Planning. During this time, he also acted as a distinguished research professor at the Sonora Institute of Technology in Mexico. Prior to these illustrious roles, he was a professor of psychology and human behavior at the Alliant International University in San Diego, a professor of education and director of the Institute of Instructional System Technology at Chapman University in Orange, California, and an adjunct professor in the department of instructional technology at the University of Southern California in Los Angeles.
Previously, Dr. Kaufman served as an assistant to the vice president of engineering and assistant to the vice president of research at the Douglas Aircraft Co., a senior scientist in the department of training systems at BBN Technologies, and manager of the division of training systems analysis and educational sciences at U.S. Industries Inc. He was additionally the supervisor of human engineering at the Martin Co. and a human factors analyst and head of human engineering at The Boeing Co. He commenced his career as a teaching assistant in psychology at the University of California, Berkeley in 1956.
Alongside his primary career endeavors, Dr. Kaufman has been a consultant for governmental and private organizations, including such entities as the Santa Clara County Office of Education, the Tulare County Office of Education, the Los Gatos Union School District, the Fountain Valley School District, the California Teachers Association and the Mount Angel Abbey & Seminary. Furthermore, he served in the same capacity for the University of Washington, IBM, Texas Instruments, the Los Alamos National Lab, the Australian Department of Defense, the Brisbane City Council, the New Zealand Department of Health and the Shell Oil Co. as well as working with private and public sector organizations world-wide, including Spain, Portugal, Italy, Egypt, Canada, Mexico, Panama, Peru, Guatemala, Chile, and Argentina. Civically involved as well, he was a former trustee of Temple Israel in Tallahassee, and sat on the education committee of the Maclay School and consultant to the mayor and city council of Tallahassee. Likewise, Dr. Kaufman has sat on the governor's Florida coastal resources management citizen's advisory committee for the state of Florida.
The author of 41 books, such as "Manager's Guide to Mega Thinking and Planning" in 2011 and "Needs Assessment for Organizational Success" in 2013, Dr. Kaufman first authored "Needs Assessment: A Guide for Educational Managers" in 1976. He has also contributed more than 300 articles to professional journals in his field. The literature often cites him as 'the father of needs assessment.' He has extensive recent consulting experience with public and private organizations in Australia, New Zealand, Spain, Portugal, Italy, and Egypt, as well as Central and South America including Mexico, Panama, Guatemala, Peru, Chile, Venezuela and Argentina. In order to remain abreast of developments in his industry, he has further served as an honorary lifetime member, founder and president of the International Society for Performance Improvement, chair of the steering committee on programmed learning of the National Education Association, and member of the American Management Association. Dr. Kaufman also contributed to Rotary International on their board of directors.
In light of his myriad accomplishments, Dr. Kaufman earned fellowships with the American Psychological Association and the American Educational Research Association. The International Society for Performance Improvement also named an award in his honor entitled the Roger Kaufman Award for Societal Impact that recognizes the continuous achievement of measurable positive societal impact by an individual or organization. In addition, he received a Presidential Citation and Significant Contributor Award from the International Society for Performance Improvement, as well as a Certificate of Contribution from the American Management Association. Dr. Kaufman has been highlighted in the third edition of Who's Who Among Human Service Professionals and the 23rd edition of Who's Who in the South and Southwest.
Married with three children, Dr. Kaufman holds a Bachelor of Arts in psychology from The George Washington University in Washington, D.C., a Master of Arts in psychology from Johns Hopkins University in Baltimore, and a Doctor of Philosophy in communications from New York University in New York City. He is also a diplomate of the American Board of Professional Psychology. In his spare time, Dr. Kaufman enjoys taking photography and writing.
