Professor Dr. Shan earned a Bachelor of Laws (LLB) from Sun Yat-Sen University in 1991, before his accomplishment with a Master in economics (M. Econ) from Jinan University in 1993. He later received a Doctor of Law (LLD) from Xiamen University in 1996 and a Doctor of Philosophy (PhD) in Law from the University of Cambridge in England in 2004.
Demonstrating remarkable personal drive, he is currently Vice President of the Judicial Case Academy of Supreme People's Court of the People's Republic of China, on secondment from Xi'an Jiaotong University, a top nine university in China, where he serves as the founding Dean of the School of Law and President of the School of International Education. He is Yangtze River Chair Professor of International Economic Law (by Ministry of Education, China), "State Specially Recruited Expert" and "State Council Special Allowance Expert" by the Central Government of China; Senior Fellow of the Lauterpacht Centre for International Law at the University of Cambridge, Fellow of the China International Business and Economic Law (CIBEL) Centre at the University of New South Wales (UNSW), Founding Editor-in-chief of the Chinese Journal of Comparative Law (Oxford University Press), Senior Counsel at Beijing Kangda (Xi'an) Law Firm. For over twenty years, he has been devoted to the study and practices of International and Chinese Law, with a focus on investment, trade and arbitration laws, in which he is a world renowned scholar and leading practitioner.
Before attaining his current positions, Professor Shan worked as a Professor of International Law at the UNSW Faculty of Law; a Lecturer, Senior Lecturer, Reader then a Professor of International Law at Oxford Brookes University in England; Lecturer, Associate Professor and then University Chair Professor at Xiamen University, China; Visiting Fellow at the Lauterpacht Centre for International Law, University of Cambridge; and Visiting Fellow at the East Asia Institute of the National University of Singapore.
In addition to his primary endeavors, he serves as Expert Member of the International Commercial Expert Committee (ICEC) of the Supreme People's Court, Conciliator of the International Centre for Settlement of Investment Disputes (ICSID), Founding President of the Commission for Selection and Disciplining of Judges and Prosecutors of Shaanxi Province, Arbitrator of China International Economic and Trade Arbitration Commission (CIETAC), among others. Professor Dr. Shan has previously served as President and founder of the United Kingdom Chinese Law Association (UKCLA) and President of the Cambridge Chinese Students & Scholars Association (CSSA-CAM). During 2005-2007, Prof. Shan worked as the Dean of the College of Humanities and Social Sciences and University Tengfei Chair Professor of International Law, Xi'an Jiaotong University.
Professor Shan has published over a dozen books in international and comparative law by leading English and Chinese publishers including Oxford University Press (OUP) and Cambridge University Press (CUP), and numerous articles in journals such as American Journal of Comparative Law, European Journal of International Law. His works have been cited by National Supreme Courts, International Arbitral Tribunals and top international journals.
As a qualified PRC Lawyer, an CIETAC Arbitrator, an ICSID Conciliator, an ICEC Expert Member of SPC, a Member of IBA Core Advisory Group for Sub-Committee on Investment Treaty Arbitration, Prof. Shan has provided professional services for a range of investment and commercial arbitration and litigation cases before overseas and Chinese courts. He was also closely involved in the negotiations of some key investment treaties by Chinese Government, and has helped CIETAC in drafting its International Investment Arbitration Rules, which is the first set of international investment arbitration rules in China and the third in the world.
Professor Shan is a frequent speaker who has spoken at the International Congress of Comparative Law (ICCL), International Council for Commercial Arbitration (ICCA) Congress, European Parliament, World Economic Forum, Energy Charter Ministerial Conference, and has chaired panel discussions at American Society of International Law Annual Conference and Society of International Economic Law Biannual Conference, among others.
Professor Shan is Titular Member of the International Academy of Comparative Law (IACL), Member of the American Law Institute (ALI), Vice President of the China Society of International Economic Law, Chinese Society of European Law, Member of Executive Council of the China Society of International Law, Vice President of the Shaanxi Province Law Society and the Chairman of its Academic Committee. He has served as Member of the Executive Council of the Asian Society of International Law. Due to his accomplishments, Professor Shan has been honored in numerous editions of Who's Who in the World and the inaugural edition of The Who's Who in Public International Law.
