Dr. Zenon Garcia is a Development Economist who spent more than two decades in the field. He is an expert in economic development and international trade, notably contributing to the advancement of human resources in developing countries between 1972 and 1996. He worked in various developing countries for several international agencies including the World Bank, Inter-American Development Bank, United Nations Development Program and U.S. Agency for International Development. His field experience includes: Bolivia, Colombia, Guyana, Honduras, Jamaica, Nicaragua, Oman, Trinidad and Tobago and Venezuela. In 1996, Dr. Garcia retired after having served in Bolivia for the United Nations Development Program. After retirement, Dr. Garcia continued to work as an analyst for a US government contractor for Narcotics and Dangerous Drugs Information System with the Drug Enforcement Administration until 2013.
Dr. Garcia holds a doctorate degree from the University of Pittsburgh. From 1973 to 1980, he concluded his dissertation while serving as an assistant professor of economics at the University of Pittsburgh. He earned a Diploma in Development Economics at the University of Manchester, England in 1964. Likewise, Dr. Garcia graduated in economics from Universidad Técnica de Oruro Bolivia in 1956.
In addition, he was the recipient of British Council Scholarship and Scholarship from the U.S. Agency of International Development. Dr. Garcia has also been featured in several publications of Who's Who in America.
