Desiring to help people from an early age, Ms. Rudy credits her parents for passing down her inherent love for humanity and aspiration to teach. After obtaining a Bachelor of Arts in history and pre-law, magna cum laude, from Bloomfield College in 1965, she served as an acting children's librarian at the Newark Public Library from 1965 to 1966. Thereafter, she was head of children's services at Belleville Public Library and Information Center from 1966 to 1968, also receiving a Master of Library Science from Rutgers, the State University of New Jersey, in 1967. Subsequent to serving as the assistant director of the Kearny Public Library in 1969, Ms. Rudy served as a member of the adjunct faculty at Kean University from 1969 to 1973 and supervisor for children's services from 1973 to 1987.

From 1987 to 1990, Ms. Rudy then transitioned to the role of assistant director of the Jersey City Free Public Library. During her tenure, she received a Doctor of Jurisprudence from Seton Hall University in South Orange, New Jersey, in 1989, where she was awarded a Peter Rodino Scholarship. Serving in the role of librarian director with the Jersey City Free Public Library from 1990 to 1991, she subsequently returned to her role of assistant director from 1991 to 2000. During this time, she notably received a Master of Arts in counseling from Montclair State University in 1992. Retiring in 2000, Ms. Rudy concluded her tenure as the librarian director of the Jersey City Free Public Library.

Since 1990, Ms. Rudy has served as member-at-large with the Infolink Eastern Regional Library Cooperative, having also been secretary-treasurer for several years. Civically involved as well, she served as a member of the board of trustees of the Town of Bernalillo Martha Liebert Public Library from 2017 to 2019. In her spare time, Ms. Rudy writes children's short stories.

In order to remain abreast of developments within her profession, Ms. Rudy maintains affiliation with numerous organizations, including the American Bar Association, the American Library Association and the New Jersey Library Association, where she has been vice president, member-at-large, president, founder of the administrator section and chair of the personnel administration committee. Likewise, she has been the president of the Hudson County Library Directors Association since 1990, having formerly served as chair of the continuing education committee of the Essex-Hudson Regional Executive Board. Ms. Rudy has also been a former president and current member of the alumni federation board of the Rutgers Alumni Association.

Among the notable highlights of her career, Ms. Rudy is most proud of establishing children's programs in Jersey City, New Jersey, where she performed storytelling and presented picture books in local libraries. The program eventually spread throughout Hudson County, and all of the libraries in Hudson County traveled to Jersey City to participate in the program. Ms. Rudy has also trained nonprofessionals and had the pleasure of watching them work with children.

When she is not participating in children's program activities, Ms. Rudy counsels at her local church. She also established the Stevens Ministry, a ministry training institution to guide people in religious studies, in 2015. Additionally, Ms. Rudy has been involved in the construction of several library branches in Jersey City and Matawan, New Jersey.
