In his newest endeavor Dr. Mc Guinness is co-founder and CEO of Inoculitics Corporation, a Service-Disabled Veteran-Owned Small Business (SDVOSB) working at the cutting edge of public health systems development and computer technology to build a scalable, cradle to grave learning platform to prevent or postpone the onset of chronic disease and improve the health of communities. Dr. McGuinness has invested his career solving systemic problems impacting the health and security of our nation. In the 1990's he sought solutions to the declining numbers of psychiatric practitioners in rural areas across the nation. He observed that the cost of health care was increasing, while the availability of quality care was declining. Ultimately, he discovered the New Mexico Prescriptive Authority Task Force, a group of like-minded health system problem-solvers. Dr. McGuinness partnered with members of the task force, eventually serving as a legislative advisor to the sponsor of the first successful bill in the nation granting prescriptive authority to appropriately trained and licensed clinical psychologists. In 2019 prescribing psychologists (aka medical psychologists) are licensed in several states and are practicing nationwide.
From 2005 to 2015 Dr. Mc Guinness served in multiple leadership positions in the post-hurricane Katrina restructuring of the public health preparedness and emergency response system of the U.S. Department of Health and Human Services (HHS). He helped lead the transformation of the U.S. Public Health Service (PHS) Commissioned Corps' operational capacity to more effectively and efficiently challenge emerging domestic and global health risks with emphasis on community health, infectious disease containment, maternal and child health, clinical health psychology, and psychopharmacology. During the same timeframe, Dr. Mc Guinness completed a post-civil war assessment of the Republic of Liberia's health care system at the nexus of behavioral health and infection control in that nation's urban and rural communities; he introduced to the HHS the notion of communities as patients, creating the first population-targeted, community-focused intervention to reduce suicide rates in rural native American communities; and, he became the first PHS officer to serve as an unaccompanied health diplomat on foreign soil. He is one of several co-developers of an international health diplomacy model called the Mercy Model, which emerged following the Indian Ocean tsunami of 2005 during Operation Unified Assistance, the nation's first joint military-civilian humanitarian response staged at sea. Dr. McGuinness retired from the uniformed services of the United States in 2015, marking 34 years of service to the U.S. Navy, U.S. Air Force and U.S. Public Health Service (PHS). He served as a commissioned officer the U.S. Public Health Service for 21 of those years.
Prior to his PHS career, Dr. McGuinness was a forensic chemist for the U.S. Drug Enforcement Administration, between 1980 and 1985. Since his retirement from uniformed service Dr. McGuinness has served as a civilian health psychology and psychopharmacology consultant to the William Beaumont Army Medical Center in El Paso Texas.
Dr. McGuinness has written extensively in his field. He has contributed multiple peer-reviewed articles to academic journals, recently contributing a book chapter to a volume entitled "Cognitive Behavioral Psychopharmacology: The Clinical Practice of Evidence-Based Biopsychosocial Integration." Some of his works have notably been published in the Journal of Clinical Psychology in Medical Settings, Military Medicine, Public Health Reports, The Journal of Liquid Chromatography and American Psychologist.
Dr. McGuinness has been the recipient of many awards and accolades throughout his career, including more than 30 uniformed services medals and ribbons from the Navy, Air Force and PHS Commissioned Corps. He is the 2014 recipient of the American Psychological Association's Award for Distinguished Professional Contributions to the Institutional Practice of Psychology by the American Psychological Association (APA), the Major L. Eduardo Caraveo National Service Award from the American Society for the Advancement of Pharmacotherapy, the U.S. Surgeon General's Exemplary Service Medal, and the HHS Secretary's Distinguished Service Award. He has also been cited in the 64th edition of Who's Who in America.
An elected fellow of the American Psychological Association, the American Academy of Clinical Health Psychology, the American Society for the Advancement of Pharmacotherapy, and Public Service Psychologists, Dr. McGuinness has also been active with a number of other professional organizations. He is a member of the Military Officers Association of America, a longtime member and Past-President of the American Society for the Advancement of Pharmacotherapy; former Vice-Chairperson of the APA's Designation Committee for Postdoctoral Education and Training Programs in Psychopharmacology for Prescriptive Authority, member of the Health Psychology Division of the APA, and member of the American Society for the Advancement of Pharmacotherapy. He is also a lifetime member of the Veterans of Foreign Wars, and Disabled American Veterans, and a member of the League of United Latin American Citizens.
Dr. McGuinness holds a Bachelor of Science in chemistry from The George Washington University, a Bachelor of Science in physiological psychology from George Mason University, a Master of Arts in general psychology, a Doctor of Philosophy in clinical psychology from the California School of Professional Psychology, a postdoctoral Master of Science in clinical psychopharmacology from Fairleigh Dickinson University, and a graduate certificate in change leadership from Cornell University.
