Ms. DiSalvo, a longtime commercial and fine artist in the Phoenix area since 1975, simultaneously worked in public service as a juvenile probation officer for the Maricopa County Juvenile Court Center. Located in Phoenix, she served as an officer for 12 years between 1981 and 1993. She also spent six years as a special education teacher for the center from 1975 to 1981, taught terminally ill and homebound special education students for the New Jersey Public School System for several years, taught art at Passaic County Technical and Vocational High School and George Washington Junior High School in New Jersey, and was a special education teacher for the Valley Organization for Life Training. Prior to her tenure in education, she was a commercial artist and layout artist for four years in New York City and New Jersey beginning in 1955.
Art was something that always came naturally to Ms. DiSalvo. Often inspired by her uncle Wallace Budny, who was also a very talented artist, she was later commissioned to paint in her other uncle's home many years later. When he passed away, the executor of his will sent the painting back to her, which was bittersweet. During her art career, Ms. DiSalvo did commercial work as well as private commissions. A fine arts painter, Ms. DiSalvo is known for her watercolor and oil paintings, as well as her sculpting. Deciding to pursue a second career in education, she focused on special education, but never stopped pursing art. Spending another near 20 years in public service with the juvenile system, she especially enjoyed the time she had teaching at the Maricopa County Juvenile Court Center. Ms. DiSalvo also went to the juvenile prisoner advocacy and was able to set up a GED program for the Maricopa County Juvenile Court School.
A longtime member of the National Education Association, the Museum of Modern Art and the Institute Study of Art in Education, Ms. DiSalvo is also a lifetime member of the Art Students League of New York. Locally involved, Ms. DiSalvo has been known for her volunteer work, especially with the Special Olympics in New Jersey and Arizona, Hospice of the Valley in Phoenix and Voter Transportation at West Paterson, New Jersey.
Ms. DiSalvo received a scholarship from the New Jersey Rehabilitation Commission from 1965 to 1969. She also received a Second Place Award for her Tri-State Poetry Reading by the National Forensic League in 1950 and also served for one year as a member of the executive alumni committee at William Paterson University. She has notably been included in the 18th edition of Who's Who of American Women.
Attending the Academy of Fine Art in New Jersey from 1952 to 1953, Ms. DiSalvo is a 1954 and 1995 attendee of the Art Students League of New York. She has also holds a Bachelor of Arts and Master of Arts from William Paterson University since 1969 and 1970, respectively, as well as a second master's degree from Arizona State University since 1980. She is a certified learning disability teacher, kindergarten through 12th grade art teacher and kindergarten through 12th grade regular education teacher. Some of her works are also found under the names of Phyllis R. Richter and Phyllis R. Carrigan.
