A physician and state official for nearly three decades, Dr. Prather was employed with the Florida Department of Health in Tallahassee from 1974 to 1987. Hired as a staff director of the health program office, he later served as a state health officer, health program supervisor and state health officer. He formerly spent six years as the state epidemiologist and four years as the chief of bureau of preventable disease with the Florida Division of Health in Jacksonville from 1964 to 1974. Dr. Prather also spent two years as a research epidemiologist for the Florida State Board of Health between 1959 and 1961 in between completing his medical degree, internship and residency.
For many years, Dr. Prather served on the Indian health advisory committee for the United States Department of the Interior. He was also contracted to serve as a blacksmith for the Mission San Luis Apalachee-Spanish Living History Museum, an extremely rewarding and interesting position that he was very proud to have held.
Dr. Prather is a longstanding member of the American Public Health Association, the Association of State and Territorial Health Officials and the Florida Medical Association. He is also a member and 1975 Meritorious Service Award recipient of the Florida Public Health Association and a member and past president of the National Association of Epidemiologists.
Completing a Bachelor of Science in bacteriology in 1952 and Master of Science in 1954 at the University of Florida in Gainesville, Dr. Prather continued his studies, earning a Doctor of Medicine at the Wake Forest School of Medicine, Bowman Gray Center for Medical Education in 1959 and a Master of Public Health in epidemiology at the University of North Carolina in 1963. He then interned at Jackson Memorial Hospital in Miami and did his residency work in public health at the Hillsborough County Health Department in Tampa, Florida. Dr. Prather notably served in the United States Army between 1954 and 1959.
Honored in 2009 with a Certificate of Merit from the Florida Medical Association, Dr. Prather was also named Volunteer of the Year by the City of Tallahassee in 1993 and again in 1997. In light of all his accomplishments, he has been cited in the 44th and 45th editions of Who's Who in America.
Born in Jasper, Florida Dr. Prather later married his wife Lou Leigh in 1954. He is also the proud father of two sons, Elbert Jr., who holds a Doctor of Philosophy in psychology, and Walter, who works as a general contractor. In his free time, he enjoys blacksmithing and fly fishing. Impressively, Dr. Prather has been doing chemistry since he was very young, being fortunate to have his own home chemistry lab.
