Bishop Paul Leighton Brown is currently the senior pastor of the First Pentecostal Church of New Jersey since 1997 and diocesan bishop of the Second Episcopal Diocese since 2017.

Mr. Brown initially earned a Bachelor of Science in electrical engineering and a Master of Science in electrical engineering from Drexel University. He worked as a member of the multi tasking staff at Telcordia Technologies in Piscataway from 1999 to 2012, Bellcore, also in Piscataway, from 1984 to 1999, and Bell Laboratories in Philadelphia from 1982 to 1984. From 1977 to 1982, Mr. Brown was a student intern at Bell of Pennsylvania in Philadelphia.
Devoted to serving the community, Mr. Brown has been certified by the Rockbridge Theological Seminary as well as Kings University. He is currently the senior pastor of the First Pentecostal Church of New Jersey since 1997 and diocesan bishop of the Second Episcopal Diocese since 2017. He also served the United Church of Jesus Christ (Apostolic) as a member of the Board of Bishops, the international Brotherhood president, and international Youth president as well as Sunday school teacher and district evangelist in the First Pentecostal Church in Neptune, New Jersey. In light of his theological knowledge, Mr Brown has completed all six consultation seminars at the Jack. Hayford School of Pastoral Nurture between 2007 and 2011.
Demonstrating considerable knowledgeability in his specialty areas, Mr. Brown notably developed a computer training program for minority youth for the Power of Christ Training Academy. He also founded the B.A.D. (Bold, Active and Determined) Magazine and was instrumental in revitalizing the men's choir, having the largest brotherhood choir during the Holy International Convocation. He was honored in the second edition of Who's Who in Science and Engineering in 1993. Especially devoted to his family, Mr. Brown is proud that his children are likewise devoted to serving their community. A native of Kingston, Jamaica, he often travels to his home country to support local ministries.
