In 1964, Mr. Frost earned a Bachelor of Arts in history and journalism from the University of Missouri, following this accomplishment with a Doctor of Jurisprudence from Georgetown University in 1970. He was admitted to the State Bar of Texas immediately following his graduation from law school. He was a shareholder with Polsinelli PC in Washington, DC, from 2006 to 2016. He commenced his career as a law clerk to the Honorable Sarah T. Hughes of The United States District Court for the Northern District of Texas in 1970, going on to serve as legal commentator for Station KERA-TV in Dallas and associate with Carrington, Coleman, Sloman & Blumenthal.
As his career progressed, Mr. Frost became a partner with Barber & Frost and established the Law Office of Martin Frost, going on to serve as a member of the U.S. Congress from the 24th District of Texas in Washington, DC from 1979 to 2005 and was chair of the U.S. House Health Task Force. Mr. Frost also served as chair of the U.S. House Democratic Caucus from 1999 to 2003, a fellow of the Institute of Politics for the John F. Kennedy School Government in Cambridge, MA, in 2005, a public policy scholar for the Woodrow Wilson International Center for Scholars in Washington, DC, in 2006 and the president of America Votes in 2008.
Demonstrating unparalleled professional expertise, Mr. Frost is also an adjunct professor at the George Washington University Graduate School of Political Management. He was board chair of the National Endowment for Democracy from 2013 to 2017 and is the current president of the Former Members of Congress Association. He notably co-authored "The Partisan Divide: Congress in Crisis" with former Republican Congressman Tom Davis. Earlier in his career, Mr. Frost served with the United States Army Reserve from 1966 to 1972. He currently belongs to the District of Columbia Bar Association, as well as the Texas Bar Association.
Mr. Frost was a delegate to the Democratic National Conventions for a number of years between 1976 and 1996 and was chair of the Texas delegation to the Democratic National Convention in 2000. He also served as coordinator for the North Texas Carter-Mondale Campaign in 1976.
In light of his professional accomplishments, Mr. Frost has been honored in numerous editions of Who's Who in America, Who's Who America: Student Version and Who's Who in American Law.
