Mr. Secular has been a government marketing consultant for small businesses for more than 30 years. Serving the Washington, D.C. Metro Area and surrounding areas in this capacity since 1997, he formerly spent 11 years as a conference and expo organizer and small business counselor for the United States Small Business Administration (SBA) in Washington, D.C., beginning in 1986. SBA, an independent agency of the federal government, aids, counsels, assists and protects the interests of small business concerns. The agency helps Americans start, build and grow businesses. In previous years, Mr. Secular was a contracting officer for the United States Department of Justice, a contract specialist for the United States Food and Drug Administration, the United States Navy, and the United States Army, beginning in 1962.
Since 1990, Mr. Secular has been a committee chair for Total Quality Management Consulting. He has also been a weather broadcaster for Verizon Communications since 1991 and a freelance writer in politics and history in Silver Spring, MD. He formerly held the roles of weather broadcaster for Comprehensive Weather Services, a weathercaster for NOWCAST Weather and consumer board member for the Washington Suburban Sanitary Commission.
A member and program director of the National Active and Retired Federal Employees Association, Mr. Secular is also a longtime member of the Area Small and Disadvantaged Business Council, the American Meteorological Society and the National Contract Management Association. He is also affiliated with the Knights Templar and The Masons. Mr. Secular is the Recording Secretary for the National Council of Conservative Citizens and Managing Editor of its newspaper "The Citizens Informer." He has acted as Chief Election Judge for Montgomery County, Maryland, and has been affiliated with the East Silver Spring Citizens Association since 1974. He previously acted as a trails director with the Center Hiking Club.
The recipient of several performance and suggestion awards from the United States Drug Enforcement Administration and the Small Business Administration, Mr. Secular has also been highlighted in close to 30 editions of Who's Who, including Who's Who in Finance and Business, Who's Who in America and Who's Who in the World. He holds a Bachelor of Arts from Stony Brook University in New York earned in 1962 and is a certified high school teacher. Furthermore, Mr. Secular served in the United States Army from 1963 to 1969.
Mr. Secular was married to Mildred Vance from 1969 until she passed in 2013. In his free time, he enjoys weather forecasting, various entrepreneurial activities, acting, doing voiceovers, writing history articles, and involvement with political activities. Mr Secular was known for his role as Dracula in a local hospital's blood drive in 2003 and 2004.
