After accruing more than 40 years of professional excellence, Mr. Ballard retired from the field of engineering in 1989, having served as a part-time consultant in the field for the following five years. At the inception of his career, he joined General Electric in Richland, WA, as a project engineer in 1951 after serving in the Reserve Officers' Training Corps at Montana State University for two years. From there, he went on to work for Battelle Northwest as a manager of the Developmental Engineering Group from 1965 to 1970 and Westinghouse Hanford Company as manager of test operations and principal engineer from 1970 to 1989.

It was completed earlier than scheduled and under budget. In addition, he is proud of his work in preserving the historic Hanford B reactor, which later became part of the Manhattan Project Historical Park. Furthermore, he authored "50 Year History of the Columbia Section of the American Society of Civil Engineers."
A registered professional civil and mechanical engineer in the state of Washington, Mr. Ballard holds a Bachelor of Science in Civil Engineering from Montana State University. Subsequently, he pursued postgraduate studies through the University of Washington State University and the University of Washington from 1955 to 1961. To remain abreast of changes in the field, he maintains affiliation with the B Reactor Museum Association (BRMA), and the American Society of Civil Engineers, where he is a Life member and past president of the Columbia Section. In his retirement, he contributes his time to his local community through the Richland Kiwanis Club, BRMA, and the Hanford Retirees Association. He has contributed numerous years of service to Habitat for Humanity in building houses for the low income.
In light of his outstanding work, Mr. Ballard won a Lifetime Service Award from the American Society of Civil Engineering and a Certificate of Excellence in Project Engineering from Battelle Northwest. In addition, he received a Certificate of Appreciation for Service from the Richland Kiwanis Club and a recognition from Habitat for Humanity. He was also featured in the 22nd edition of Who's Who in the West, published in 1989. In the coming years, Mr. Ballard intends to continue enjoying his retirement and participating in charitable events on behalf of his community.
