After accruing decades of practical experience in public education, Dr. Hunter retired from his role as professor of educational administration with the University of Illinois at Urbana-Champaign, where he taught graduate students who were seeking advanced degrees in educational administration and Illinois state certification as public-school administrators. Additionally, Dr. Hunter oversaw doctoral dissertations during his tenure at the University of Illinois. After retiring from Illinois, the Trustees awarded him professor emeritus status, which he currently holds.
Earlier in his career, Dr. Hunter accepted the posts of the superintendent of public instruction for the Baltimore (Maryland) City Public School District and superintendent of schools for the Dayton (Ohio) Public Schools. He additionally found success for many years as a professor at the University of North Carolina at Chapel Hill. With a plethora of knowledge at his disposal, he has co-authored several books with other scholars in the field of education. And, by himself authored numerous journal and magazine articles, such as "NCLB and the New ESEA Title I Program: Poverty and Education," "Principals Improving Schools through Enhanced Teacher Leadership," "Public School Administration and Brown v. Board of Education," "The Mayor Versus the School Superintendent: Political Incursions into Metropolitan Politics," "The Administration of Court Ordered School Desegregation in Urban School Districts," "Private Procurement in the Public Sector in Public Education," and "Big City Superintendents: Up Against the Urban Wall".
An expert in his field, Dr. Hunter has earned the Bachelor of Science degree in elementary education from his hometown university, the University of Omaha, Omaha, Nebraska; Master of Arts degree in elementary school administration from San Francisco State University, San Francisco, California; and a Doctor of Education degree in educational administration and policy planning from the University of California at Berkeley, Berkeley, California. Though his career has been filled with highlights, he is especially proud of his work as the division superintendent of the city schools of Richmond, Virginia, where he was awarded an honorary doctorate degree from the University of Richmond and the Good Government Award from the Richmond (Virginia) First Club.
Dr. Hunter has served as an educational consultant, including work as an expert witness before several Federal District Courts in public-school desegregation cases. He also was a U.S. State Department Fulbright Scholar at the University of Bahrain, Kingdom of Bahrain, Special Education Hearing Review Officer for the North Carolina State Department of Education, member of the Durham County Board Education, Trustee of St. Paul's College in Lawrenceville, Virginia, and Associate Director for Education for the U.S. Department of Defense's Education Activity. Looking toward the future, Dr. Hunter intends to enjoy his well-deserved retirement with his wife, six children, ten grandchildren, and one great grandchild.
