After starting in the field as an English teacher in Central Africa and then as a professor at the Carter G. Woodson Institute for African American Studies at the University of Virginia, Mr. Hoagland began his career in politics and diplomacy as a press spokesman with the United States Embassy in Peshawar, Pakistan, during the Soviet-Afghan War. From there, he held a number of positions with the United States Department of State, including lead analyst for the Bureau of Intelligence and Research, deputy special envoy for Afghanistan, director of the Office of Public Diplomacy for the Bureau of South and Central Asian Affairs and director of the office for Central Asia and the Caucasus in the Bureau of European and Eurasian Affairs. Additionally, he gained valuable expertise as an ambassador to Kazakhstan and Tajikistan, and as special advisor with the National Security Council. Today, he sits on the board of directors for the Caspian Policy Center, where he also works as executive editor, and executive director of security and policy projects. Though his career has been filled with highlights, Mr. Hoagland is especially proud of negotiating agreements with central Asian countries immediately after 9/11 that allowed the United States to put temporary military bases there.
An expert in his field, Mr. Hoagland holds a Bachelor of Arts from Taylor University in Upland, Indiana, and a Master of Arts and Master of Fine Arts from the University of Virginia in Charlottesville, as well as a certificate in French from the University of Grenoble in France. For his professional excellence, he earned the Presidential Performance Award, a Distinguished Honor Award from the United States Department of State, numerous Meritorious Awards, and features in Who's Who in America, Who's Who in the East, Who's Who in American Politics and Who's Who in the World.
