With over 30 years of experience, Mr. Frassinelli is currently retired, having excelled during the vast majority of his career with Rockwell International in California. Joining the aforementioned company in 1966 as a manager integrating business plans for the Los Angeles Division, he later became an assistant director of strategic planning for North American ACFT OPNS in Los Angeles. In 1970 he transferred to the Space Systems Division in Downey, California. Initially a manager of program planning and control, he later served as a member of a select Space Shuttle Evaluation Staff, established a formal cost data bank for the division, and retired as project manager of parametric pricing for advanced programs in 1994. Earlier in his career, Mr. Frassinelli found success through his work as assistant general manager of the Kaman AviDyne Division of Kaman Aircraft Corporation and as treasurer and business director of its predecessor, AviDyne Research, Inc., which he co-founded in 1956 after earning his Master of Business Administration (MBA) from Harvard University in Cambridge, Massachusetts.

Prior to his entry into the MBA program in 1954, Mr. Frassinelli served two years of active duty in the United States Air Force. Commissioned as a Second Lieutenant in the Air Force Reserve by virtue of his college ROTC program, he was summoned in 1952, during the Korean War, and was assigned to the Flight Dynamics Laboratory at Wright-Patterson Air Force Base as a research and development project engineer. He formulated design criteria for industry to satisfy in building the structures of aircraft designated to deliver atomic weapons, represented the laboratory at an atomic weapon test in Nevada in 1953, monitored research contracts, and collaborated with other Air Force research centers.

His active military duty was a logical extension of his prior work as a research engineer at the Massachusetts Institute of Technology (MIT) Aeroelastic and Structures Research Laboratory over a period of two and one-half years. Mr. Frassinelli was hired several months after earning his Bachelor of Science and Master of Science from MIT in Cambridge in 1949. He studied the effects of the blast from nuclear explosions on aircraft structures and correlated the structural loads measured on drone aircraft, flown in an atomic weapons test at Eniwetok Island in 1951, with theoretical predictions. Remaining in the Air Force as a reservist assigned to various research and development squadrons, he retired as a Lieutenant Colonel in 1976.

Alongside his professional endeavors, Mr. Frassinelli was one of the founders of the Saint John Fisher Parish Council and served as a member. He was also a member of a troop committee of the Boy Scouts of America, and was involved in other community and church activities. Following his retirement from Rockwell International, he contributed his expertise to GO Aircraft Ltd. as the chief financial officer for two years, and as treasurer of the Peninsula Seniors for a total of ten years, though not consecutively.

In order to remain aware of developments in the fields in which he earned his institute and university degrees, Mr. Frassinelli maintains his long-time affiliation with the American Institute of Aeronautics and Astronautics as an Associate Fellow. In earlier years, he served as a student chairman and, later, as a member of the Economics Committee at the national level, as treasurer of the Los Angeles Section and co-founder of the Enterprise Chapter of that section. He is a member of Tau Beta Pi, the Engineering Honor Society, and has also been a Fellow of the Institute for the Advancement of Engineering and a member of Sigma Xi, the Scientific Research Honor Society.

In addition to his research focused on the determination of aircraft damage limits and atomic-weapon-delivery capabilities of aircraft, Mr. Frassinelli is responsible for the development of cost models to account for advances in the engineering state-of-the-art, for cost-benefit prioritization techniques in evaluating potential space shuttle improvements, and software to produce business plans. NASA recognized his exceptional efforts by presenting Mr. Frassinelli a Technology Utilization Award in 1971 and an Astronaut Personal Achievement Award in 1985.
