Andersen, PhD, with the Albert Nelson Marquis Lifetime Achievement Award. An accomplished listee, Dr. Andersen celebrates many years' experience in his professional network, and has been noted for achievements, leadership qualities, and the credentials and successes he has accrued in his field. These awards from the Department of Justice include Outstanding Performance, 1981, 1983, 1987, 1988, 1989, and 1996; Meritorious Award in 1976; Special Achievement Awards in 1987 and 1993 for the "development and institutionalization of a service-wide Decision Memo process, a new management and productivity program based upon more a 100 factors, and a service-wide video training program"; EEO Special Award for "outstanding contributions and untiring efforts for handicapped employees"; Federal Women's Program for promoting the advancement of Women in the Department of Justice in 1982; and an additional EEO Award in 1983. As in all Marquis Who's Who biographical volumes, individuals are selected on the basis of current reference value. A graduate of the University of South Carolina, Dr. Andersen earned a Bachelor of Arts in political science in 1958 and a Master's of Arts in political science in 1961. Subsequently, he began his career as an area coordinator for economic development with the Area Redevelopment Administration of the United States Department of Commerce from 1962 to 1964. Soon thereafter, Dr. Andersen joined VISTA, part of the new Office of Economic Opportunity in Washington. Dr. Andersen was the second full-time employee hired at the new VISTA program, and he was significantly involved in the development and implementation of VISTA (Volunteers in Service to America, which was succeeded some years later by the AmeriCorps program). At VISTA, he was first a program officer, then director of the urban projects division and chief of project administration from 1964-1966.
Dr. Andersen continued his career in the office of program planning and evaluation of the United States Department of Education during 1966 and 1967, before accepting the role of staff assistant to the deputy postmaster general with the United States Postal Service from 1967 to 1972. After earning a Doctor of Philosophy in international relations from the School of International Service at American University in Washington, D.C. in 1973, he continued working with the United States Postal Service, serving as a senior planning officer from 1972 to 1974. Furthermore, Dr. Andersen excelled with the Immigration and Naturalization Service in Washington, D.C., holding the posts of the director of Program Evaluation and the director of the Office of Program Inspection between 1974 and 1988.
Dr. Andersen concluded his career with the United States Department of Justice, where he held the role of the director of management and quality assurance from 1988 until his retirement in 1997. In addition to his primary responsibilities, he served as a night school teacher of reading comprehension, writing, and grammar with the Lab School of Washington, as well as a private tutor for high school and college students from 1997 to 2017. Civically, he was involved with the ARC (formerly the Association for Retarded Citizens) for 44 years, serving in leadership positions at all levels: local, state, regional, national, and was the ARC representative to a United Nations Special Agency forum on mental retardation. He was also an active lay leader in the Episcopal Diocese of Washington for 27 years.
When asked, "What were the major influences on his career and what did he feel were his greatest accomplishments?", he said that the values and standards that his parents (both descendants of pioneering families in the development of the U.S. West) taught him were his major influences. These values led to his strong desire to improve the ways that people and systems in the government and non-government arenas work and to help whenever possible people to achieve success in their own lives. To the extent that he succeeded in these endeavors, he considers his career to be successful.
