Prior to this appointment, he worked with Morgan Stanley and its predecessor firm Smith Barney in Bethesda, Maryland, from 1986 to 2012 and with Merrill Lynch in Washington from 1983 to 1986. Earlier in his career, Mr. Levine developed his expertise through roles at the Energy Futures Group, Washington Resource Associates, Energy Decisions Inc., the Petroleum Industry Research Foundation Inc., the W.J. Levy Consultants Corp. and Johnson & Johnson.
Mr. Levine has also been active in the broader community. He contributed his skills as the chair of the Traffic and Transportation Commission in Rockville, Maryland, from 1991 to 2014 and as a lieutenant with the United States Navy Reserve from 1959 to 1964. He is also a regular contributor of articles to professional journals in his field. Having achieved much over the course of his career, Mr. Levine is particularly proud of the time he was retained as a consultant for the New York Mercantile Exchange to help them establish a heating oil futures market in 1977. Since then, the market has become so important that all petroleum prices are determined at that exchange.
He earned a Bachelor of Science from Rutgers, the State University of New Jersey in 1958. Mr. Levine went on to obtain a Master of Science from the Columbia Business School at Columbia University in New York City in 1959. To remain abreast of developments in his field, he maintains professional affiliation with the International Association for Energy Economics. He is an original member, helping to found the organization in 1978. He later served as a chapter president in 1980. In light of all his accomplishments, Mr. Levine was previously featured in the 24th edition of Who's Who in the East.
