He retired from the education field in 1990 from Venice Public School. Previous roles he held include superintendent for Venice School District #3 (1987-1990), superintendent and principal for Lovejoy School District #188 (1984-1987), assistant principal for District #12's Madison Middle School (1979-1984), principal of Dunbar Middle School (1979-1980) and Blair School (1976-1979), and team leader for the Cycle 10 Program with Southern Illinois University Edwardsville at Madison (1975).
Dr. McCaskill attended Huston-Tillotson University, where he obtained a bachelor's degree in 1958. He later joined Southern Illinois University, completing a master's degree in 1973 and postgraduate coursework and a specialist degree in 1985. He then joined Madison University, earning a PhD. Dr. McCaskill has been certified as an educational administration specialist in the state of Illinois.
A respected voice in the field of education, Dr. McCaskill has been an active leader in his community. He is a member of the Illinois Association of School Administrators, the Madison County School Administration, Rotary International, Jericho Lodge #120, and AAHMES Temple #132. He is the former president of the Goshen Oats Club of Edwardsville and former secretary of the Lions Venice Club. He maintains membership with Phi Delta Kappa, Kappa Alpha Psi, the American Legion, and Southern Illinois University Edwardsville.
Dr. McCaskill was the recipient of National Science Foundation grants from Prairie View Agricultural and Mechanical College (1962), St. Louis University, Purdue University and Southern Illinois University (1964). Says Dr. McCaskill, "This was the key to all the things I was able to do."
He has been featured in numerous honors publications, including multiple editions of Who's Who in the Midwest.
