Over the years, he gained valuable expertise with the U.S. State Department as a Senior Provincial Reconstruction Team Adviser from 2011 to 2012 and the Combined Security Transition Command in Afghanistan as a mentor for the Afghanistan Minister of the Interior with the Chief of Policy from 2009 to 2010, having previously served the command as a strategic planner from 2006 to 2009.
Prior to these positions, Mr. Kiser served the Defense Intelligence Agency as a contractor, working as a collection manager from 2003 to 2006 with the Iraq Survey Group and Combined Joint Task Force 76 at Bagram Air Field in Afghanistan. Likewise, he served in the U.S. Navy on the Joint Staff in Washington, DC, from 2000 to 2003, and additional significant experience being forward assigned by U.S. Southern Command Strategy and Policy Office from 1997 through 1998 to the Defense Attaché Office at the U.S. Embassy in Paramaribo, Suriname. With a plethora of knowledge in his field, he has also served as a consultant for various levels of government.
A member of the Waxahachie Chamber of Commerce and Mensa International, Mr. Kiser holds a Bachelor of Science from the U.S. Naval Academy, a Master of Science in National Security and Strategic Studies from the U.S. Naval War College, and a Master of Science in Strategic Studies from U.S. Army War College. In his spare time, he contributes to his local community through the Lions Club, Rotary International and the American Legion.
In light of his excellence in the field, Mr. Kiser was named the Naval Reserve Outstanding Junior Officer of the Year through the Reserve Officers Association in 1994 and was featured in multiple editions of Who's Who in America and Who's Who in the World. In the near future, Mr. Kiser intends to continue parlaying his knowledge of the field to others through his role as a consultant.
