Supported by years of professional excellence, Mr. Duncan has lead a prolific career as the executive secretary/treasurer for the Maritime Trades Department of the American Federation of Labor and Congress of Industrial Organizations in Washington, D.C., since 2011. Prior to this appointment, he contributed to the organization as the administrator from 2000 to 2011. Earlier in his career, he briefly worked as a claims adjuster with Progressive Insurance in Santa Clara, California, in 1979, further serving as a sports editor and photographer at the Herald Chronicle in Winchester, Tennessee, from 1980 to 1981. Shortly thereafter, Mr. Duncan was a reporter with the Hollywood Sun in Florida as a reporter in 1981.
As he continued to advance through his profession, Mr. Duncan held the posts of assistant to the administrator at the Family Health Center in Hollywood, Florida, then director of the Service Agency for Senior Citizen Senior AIDES Program in Fort Lauderdale, Florida from 1981 to 1986. Furthermore, he began his tenure with the Seafarers International Union in Jacksonville, Florida, as a field representative in 1989. After relocating with the union to Camp Springs, Maryland, Mr. Duncan further progressed with the organization, serving in the roles of associate editor, assistant editor, managing editor, and communications director until his transfer in 2000 to the Maritime Trades.
An active member of his community, Mr. Duncan has dedicated his time to the Duval County Democratic Party, the Broward County Young Democrats, the Fairfax County Democratic Committee, among other local organizations. For his accomplishments in the field, he has been a recipient of the Herbert Block Award from the Washington-Baltimore News Guild in 2008 and the John N. Sturdivant Award from the 11th Congressional District Democrats in 2013. In 1984, Mr. Duncan was named the Young Democratic of the Year by the Broward Young Democrats. He has been an active Lions Club member since 1980, currently belonging to the Alexandria Lincolnia Lions since 1991
A graduate of the University of Tennessee at Chattanooga, Mr. Duncan earned a Bachelor of Arts in 1978. In an effort to remain up to date with developments in his field, he has maintained affiliation with a number of professional organizations, including the North Florida Community Services Union Counselor Association and the North Florida Coalition of Black Trade Unionists. Currently, Mr. Duncan is active on the executive committee of the Community Services Agency in Washington, D.C.
