Mr. Kiest previously was a benefits advisor with Aflac followed by serving as a regional vice president of Freedom Equity Group. He began his career as a welfare eligibility examiner for the Washington Department of Social and Health Services from 1970 to 1972. He later found success with the Washington Department of Social and Health Services as a caseworker from 1972 to 1976, a service delivery coordinator from 1976 to 1982, and a community services office administrator from 1982 to 2014. Mr. Kiest subsequently served as a national agency manager for Virtual Financial Group from 2016 to 2018.
In addition to these appointments, Mr. Kiest has contributed to the city of Lake Forest Park, WA, as a planning commissioner in 1989, a member of city council from 1990 to 2009, the chair of the city finance committee from 1992 to 1997, the vice chair of the city budget committee from 1998 to 2005, and the chair of the budget committee from 2006 to 2009. Furthermore, he participated on the oversight committee for the King County Managed Health Care initiative from 1993 to 1995. He served on the King County Human Services Roundtable as a member from 1995 to 2000 and a vice chair from 1998 to 2000. He served in 2019 and 2020 as a regional judge in Washington State for National History Day.
Prior to embarking on his professional path, Mr. Kiest pursued an education at the University of Puget Sound in Tacoma, WA, earning a Bachelor of Arts with departmental honors in political science in 1970. He concluded his studies with a Master of Public Administration in 1979 at the University of Washington. Mr. Kiest would later become certified as a facilitator through the Pacific Institute for Investment in Excellence in 2006, as associate business continuity professional through the Disaster Recovery Institute in 2007, and a Six Sigma Green Belt in 2004.
A prolific writer, Mr. Kiest was the co-author of an article, "Local WIN Program Managers as Constrained Entrepreneurs," which was published in the Evaluation Review in 1981. He additionally maintained his involvement in the United Way of King County as a member and later chairperson of the Eastside community council from 1998 to 2002 as well as serving on the board of directors, the community development committee and executive committee. Furthermore, Mr. Kiest held a position on the steering committee for Reinvestment in Youth from 2003 to 2006.
Outside of his primary responsibilities, Mr. Kiest remains aware of trends in his field from affiliations with many related organizations, including the Suburban Cities Association from 2000 to 2009 and the community emergency response team of the Northshore Emergency Management Coalition since 2015. In light of his exceptional undertakings, the team he led has been presented with the Washington State Quality Award in 1999. And he was recognized as an Outstanding Employee at the regional level by the Washington Department of Social and Health Services on three different occasions. Moreover, Mr. Kiest was selected for inclusion in Who's Who in American Colleges (circa 1969 University of Pugent Sound), the fourth edition of Who's Who of Emerging Leaders in America, the 31st edition of Who's Who in Finance and Industry, and several editions of Who's Who in America, Who's Who in the West, and Who's Who in the World.
