With over five decades of professional experience to her name, Ms. Yopconka has been with Systems and Education Enterprises since 1979 in a number of roles, including as federal government executive, consultant, computer specialist, application developer, business executive, and manager, as well as engineer, educator, and salesperson. Previously, she acted as a patron and nominator with the Howard County Arts Council in Maryland from 2008 to 2013. With the National Active and Retired Federal Employees Association (NARFE) Chapter 1734, she served as sunshine chair from 2002 to 2013 and secretary officer from 2002 to 2010. Additionally, she was a secretary officer with Triad-SALT of Howard County Maryland State Police Department from 2003 to 2007.
Earlier in her career, Ms. Yopconka was an agent with Information Builders from 1997 to 2000, 3COM Corporation from 1997 to 1999, and Kivex Inc. from 1996 to 1997. From 1994 to 1995, she held the title of chairman of the Certificate for Computing Professionals Examination Review Course in Baltimore, MD, and Washington, DC, for The Data Processing Management Association. She formerly found success as a field interviewer with National Drug Abuse Bureau from 1989 to 1990 and as a course developer instructor for the U.S. Department of Agriculture Graduate School, now known as Graduate School USA, from 1986 to 1987.
Before accepting these positions, Ms. Yopconka was an admissions representative for Brook-Wein Business Institute in 1985, as a researcher for Information USA from 1983 to 1985, as professor of computer programming and management information systems for Benjamin Franklin University in 1983, as lecturer in computer information and system science from the University of the District of Columbia in 1983, and as market researcher for Washington Financial Group from 1982 to 1983. Moreover, she served as an accessory designer for Transart Corporation from 1982 to 1983 and a senior system analyst for Singer Link Simulation Systems Division from 1981 to 1982.
Ms. Yopconka dedicated her time and talents to a role as a senior administrative applications analyst programmer for Data Transformation Corporation in 1981, as a lecturer in computer science and cooperative coordinator at the University of Maryland from 1980 to 1981, as a consultant for the McLeod Corporation in 1980, as an instructor with National Business School Inc. in 1980, and a distributor with Amway Corporation from 1979 to 1993. Furthermore, she acted as a private distributor from 1979 to 1986 and a senior programmer analyst for Dynamic Data Processing Inc in 1979.
As an instructor in computer science and management technology, she worked for Montgomery College in 1979. Previously, she was an instructor in computer science with the Association for Computing Machinery in 1978 and a computer programmer and computer specialist in the US Department of Labor from 1967 to 1978. Her first professional role was as a management analyst, administrative trainee, and computer programmer for the Maritime Administration in the US Department of Commerce from 1965 to 1967. She has also contributed many articles to professional journals. Notably, she was the first to write software engineering standards, of which she wrote many, and is known for being a computer programmer of nation-wide USA computer systems for many years.
Civically, Ms. Yopconka has remained involved with the St. John the Evangelist Catholic Church as a Eucharistic minister, lector, choir member, and member of the internet committee. She has also been active on various committees for the Howard County Board of Education and the City of Takoma Park. She has also been the chair of the Leukemia Society of Maryland for a fundraising campaign. She has further been affiliated with the Our Lady of Sorrows Roman Catholic Church, the Howard County High Technology Council, the Suburban Maryland High Technology Council, the Vision 2030 of Baltimore and Howard County, and the Baltimore Washington Chamber of Commerce.
Ms. Yopconka began her career as a student at the University of Maryland, where she obtained a Bachelor of Science in business administration and personnel and industrial relations in 1965. She continued her studies with the George Washington University, earning a Master of Business Administration in information technology in 1976 and a Master of Arts in human development and higher education in 1988. Subsequently, she completed postgraduate coursework in entrepreneurship with the University of Maryland from 1990 to 1996. She has taken numerous courses at Howard Community College, Columbus, MD from 1995 to the present.
Growing up with a crippled father, Ms. Yopconka needed to work. She won scholarships but the university she applied to originally lost her application. She originally thought she wanted to be a school teacher. She worked for a year and then reapplied to university and was accepted. She passed on scholarships and paid for her university education with money she earned from working for the U.S.A. federal government. She worked every summer while she was studying for her Bachelor's Degree, for the U.S.A. federal government, as well as the year and a half before she started as a student at the university.
After graduating from university with a Bachelor's Degree, with High Honors, she went to work for the U.S.A. government. She was assigned to the federal government official who was purchasing the large computer system her federal government agency was going to use. She served as the secretary to the Computer Selection Committee he headed. She attended the meetings and prepared documents. A large computer was selected by the Computer Selection Committee. Earlier, while attending university, she had taken all the courses they then offered on computers. The university, The University of Maryland, offered and did extensive education and training of U.S.A. federal government employees and military, worldwide.
She has been hired as a management analyst when she went to work for the U.S.A. federal government after obtaining her Bachelor's Degree. She entered a one year management intern program which included this Computer Selection Committee. The U.S.A. federal government started a U.S.A. Transportation Department at this time. She invited the first U.S.A. federal government secretary (Cabinet level) of transportation to address all the management interns from the U.S.A. federal government which she also invited to attend this presentation lecture. She rotated around the U.SA. federal government agency, the Maritime Administration, for which she worked for one year as an administrative trainee in the management intern program. The Maritime Administration was emerging from World War II in which ships were a big part. Container shipping on ships was being developed in the U.S.A. and is still used. She traveled to California in her management intern program and learned a lot about ships and shipping.
After this rotation, and reaching the end of the management intern program, she decided she wanted to work with computers. She then became a computer programmer.
An active presence in professional circles, Ms. Yopconka has held a number of leadership roles with Phi Delta Gamma, the Baltimore Washington Information Systems Educators, the DPMA, the IEEE, and NARFE and. Additionally, she has been associated with ASCD, ATD, ISACA, AFCEA International, the Baltimore Council on Foreign Affairs, the National Business Education Association, NAFE, the Federal Poets, AARP, and the Columbia Association.
Throughout her career, Ms. Yopconka has been celebrated for her achievements. She has been featured in numerous honors publications, including multiple editions of Who's Who in America, Who's Who in American Education, Who's Who in Science and Engineering, Who's Who in the World, Who's Who of American Women, and Who's Who of Emerging Leaders in America. She also was honored with a Poetry Award in 2008 and as chairman and Woman of the Year by the Leukemia and Lymphoma Society Maryland chapter in 1996.
