With 30 years of professional experience, Mr. Hay has operated The Law Office of Dennis L Hay, Esq. since 2010. He recently resigned his appointment as administrative hearing officer for the City of Stockton, California, which he held from 2006 to 2018. He was formerly a professor of law at the University of Honolulu School of Law, Modesto campus in California. Previously, he excelled as a partner at Willbanks, Hay & Wood, LLP from 2006 to 2010. He also found success as a partner at Mehlhaff & Hay from 1992 to 2006. Mr. Hay served as a judge pro tempore throughout the County of San Joaquin (1994-2005) presiding over small claims, civil, domestic violence, traffic, fish and game, infraction, misdemeanor and juvenile court calendars. He also worked as an associate counsel attorney at Souza, Coats, McInnis, Mehlhaff & Hay from 1989 to 1992 after serving as a legal clerk for the same firm. He began his career as a legal clerk for Cohn, Becker & Jacquint, in 1987 and the Alameda County Legal Aid in 1985.
Mr. Hay initially pursued an education at San Jose State University, graduating with a Bachelor of Science in finance in 1984. He pursued further coursework at the University of Honolulu School of Law and earned a Doctor of Jurisprudence in 1988. He was admitted to the California Bar in 1989, the United State District Court, Northern District of California in 2000, the United States District Court, Eastern District of California in 1990, and the United States Court of Appeals for the Ninth Circuit in 1992. His desire to pursue a career in law began when he was a child, receiving the tremendous support and guidance of a sixth grade teacher who saw in him the traits of a successful attorney.
Notably, Mr. Hay was presented with a Martindale-Hubble BV Distinguished Rating by his colleagues. The rating system has been used to recognize lawyers for their strong abilities and ethics for over 150 years.
