Prior to embarking upon his professional path, Mr. Herch earned a Bachelor of Arts in both Sociology and History from the University of California Davis in 1971. Subsequently, he graduated with a Masters in Library Science from the University of California Berkeley in 1972. Mr. Herch concluded his academic pursuits with a Doctor of Jurisprudence from the University of California Davis in 1975. Certified as a Law Librarian by the American Association of Law Libraries (AALL) in 1978.
He has been admitted to practice law by the State Bar of California and before the United States District Court for the Northern District of California in 1981.
Mr. Herch has pursued multiple and overlapping careers as a trial attorney based in Oakland and San Diego, California, a faculty member in numerous law school, paralegal and librarianship and information science settings, and as a law librarian and public librarian. Outside of his primary responsibilities, Mr. Herch found success as a lecturer in the varied law and government documents related curriculums at Georgetown University, San Jose State University, the University of San Diego, the University of Nevada, the Saint Mary's College, Lone Mountain College and the John F. Kennedy University School of Law between
1977 and 2000.
Mr. Herch began his law career as a Reference Librarian with the Alameda County Law Library in Oakland, California between 1975 and 1978. Soon thereafter, he worked as the Assistant Law Librarian and Director of Public Services at the Georgetown University Law Center in Washington, D.C, between 1978 and 1981.
Frank returned to Oakland to pass the bar exam and become a member of the family law firm, Blackwell, Herch and Herch in Oakland, California from 1981 to 1987. His specialties were civil rights litigation, including employment discrimination and police misconduct. He simultaneously served as the manager for the City Hall-based Cityline Information Service and managed the City Center Bookstop at the Oakland Public Library between 1984 and 1987. He would later bring the skills of information and referral developed at Cityline to bear on the American law library community in its handling and solving of the needs of pro se litigants.
Mr. Herch served as the Director of the Clark County Law Library in Las Vegas, Nevada, for 10 years, 1987-97, later accepting the position of an Associate Director for Public Services with the San Diego County Public Law Library from 1998 to 1999. Frank has also served as the Chair or President of several Special Interest Sections and Chapters of the AALL, 1989-97.
As a law librarian, Frank has been a major proponent and pioneer of ways to provide legal information to the public, managing Federal grants and providing advocacy that has provided law librarians a platform and strategies to serve pro per litigants without violating local bar association rules and laws about the unlawful practice of law. At the end of his ten year tenure at the Clark County Law Library, the State Bar Association awarded that Law Library the Pro Bono Service Award. Frank has also authored two texts in 1999 and 2000 on legal research for an audience of paralegals in California. Frank has also authored articles in the Nevada Lawyer, AALL Spectrum and other publications for attorneys and law librarians.
His contribution to providing legal information to the public as a law librarian featured his design and participation in many panel discussions for the AALL at regional conferences and at the annual conference. Hundreds of U.S. law libraries post a set of commandments on what they can and cannot do to assist pro se/pro per patrons which Frank originally authored. His advice included designing educational programs on legal research and writing for pro pers which avoid the unauthorized practice of law, incorporating lessons learned from providing information and referral service to legal reference assistance by fostering partnerships with legal aid and other public assistance legal providers, showing law librarians how to apply for relevant grants at the state library level and providing tutorials on legal reference assistance for pro pers.
As he continued advancing through his career, Mr. Herch held additional executive management roles in order to manage the law libraries for the Department of the Interior, the Federal Communications Commission, the Federal Energy Regulatory Commission, the Department of Commerce. and Law Library of Congress, and the United States Department of Commerce, from 1999 to 2008. He even managed collection development and an annual budget of $14 million dollars for the NASA Goddard Space Center for one year.
On December 31, 2008, Frank relocated to Israel, maintaining a contractual relationship with the Law Library of Congress until 2012. Between 2009 and 2015, he was associated with GreenPoint Global Services in Jerusalem, Israel. There he began work with a talented group of attorneys from Ireland, Scotland and the states, whom he worked with to create an international database regarding business record retention requirements for Fontis International. That database has been managed by Iron Mountain, the world wide storage company, since October 2014. In January 2015, Frank relocated to Denver, CO, to become the Senior Legal Content and Research Advisor for Iron Mountain, Information Governance & Digital Solutions. Today that international database contains over 106 jurisdictions with sub-jurisdictions for states and provinces and over 80,000 citations based upon record retention statutes, regulations, decrees, orders and self-regulatory organization rules as adopted by reference in the respective jurisdictions. This database contains more jurisdictions than either Westlaw and LEXIS because native language lawyers input the metadata.
For his accomplishments in the field, Mr. Herch has been the recipient of numerous honors and accolades: Employee of the Month by GreenPoint Global Services; Certificate of Leadership from the National University in Oakland, California. Likewise, Frank has been included in multiple editions of Who's Who in America, Who's Who in American Law, Who's Who in the West, Who's Who in the World, and Who's Who of Emerging Leaders in America since 1990.
Frank's community involvement has included service as a member of the Steering Committee of Second Start, the Adult Literacy Program of the Oakland Public Library, 1984-87, and as a member of the Executive Board of the Jazz Society of Las Vegas, 1993-7. He was also a delegate and chairman for the Regional Meeting and Key Issues Forum, of the Governor's Conference on the Future of Libraries, 1989-90.
Last but not least, the International Association of Top Professionals has selected Frank as "Top Attorney of the Year" for 2019 based upon past achievements, longevity in the field and contributions to society.
Mr. Herch enjoys attending jazz performances and. acting in his spare time. His thespian work began in high school as Benny Southstreet in Guys and Dolls, dance and chorus roles in South Pacific and Oklahoma, and the multiple character role of the Stage Manager in Thornton Wilder's Our Town with a special troupe before college. In 2005, with the MADD troupe at NASA Goddard Space Center campus, Frank performed as the villainous Tammany Hall Judge Carter, to perform in 18 supper shows.
Frank enjoys practicing his vocals and playing his three electric/hollow body basses and a Baldwin Cinema 3 organ with incredible bass pedals. Other creative endeavors expected to be completed in 2020 include an autobiography, "Angel Baby", and a pop culture novel called "Is Zat You, Elvis".
