ALEXANDRIA, VA, August 13, 2019 /24-7PressRelease/ -- Marquis Who's Who, the world's premier publisher of biographical profiles, is proud to present Angelo George Cicolani with the Albert Nelson Marquis Lifetime Achievement Award. Prior to his retirement from full-time employment in 2003, Mr. Cicolani excelled for more than 40 years in the field of research and development. Mr. Cicolani served 25 years in the U. S. Navy, during which time he advanced from an enlisted sailor to the rank of Lieutenant Commander. He served on a last of the all-gun cruisers (USS Worcester, (CL-144)) and the first nuclear powered cruiser (USS Long Beach (CGN-9)) where he directly experienced the transition from oil-fired boilers to nuclear propulsion. He found success as the senior Chief Reactor Operator on the commissioning crew USS Long Beach, as a nuclear submarine executive officer and as systems analyst for the Navy's Strategic Systems Project Office (SSPO) in Arlington, VA. As systems analyst, Mr. Cicolani was responsible for developing the first analytic techniques to evaluate survivability of our Ballistic Missile Submarine deterrent and survivability of our submarine launched ballistic missiles in flight. After retirement from the Navy in 1975, Mr. Cicolani worked for R & D Associates as program manager and senior scientist where he was responsible for research to design nuclear survivable command and control systems. In 1986 until his retirement, he was Technical Director for the Springfield Research Facility (SRF), a consortium of eight contractors. The SRF was the only U.S. organization with the mission to develop analytic techniques for, and to evaluate the survivability of U.S. and Allied national security related Underground Facilities (UGFs). As technical director, Mr. Cicolani was responsible for developing the Balance Survivability Assessment (BSA) technique that is still in use today, for developing the first analytic techniques to evaluate Force Protection (i.e., vulnerability to terrorist attacks) of U.S. military installations world-wide and for courses of instruction about underground facilities that are still fully subscribed after 25 years. Mr. Cicolani was also responsible for developing the embryonic techniques to evaluate vulnerabilities of underground targets during the first Iraqi war (1991). These embryonic techniques became the foundation of a new organization dedicated to the issues of hostile underground facilities. Since retirement, Mr. Cicolani actively consults on issues related to Underground Facilities.
A prominent figure in his field, Mr. Cicolani has contributed numerous close-hold research reports on command and control survivability, national security related underground facilities, underground fire protection as well as a myriad of articles to various professional journals.
His accomplishments derive directly from the early 20th Century immigrant experience. Father, Luigi, was born in Brazil; his family moved back to Italy in 1906. After four years as a Carabinieri (Rome), he emigrated in 1927 from Poggio Moiano (near Reiti) and settled near Boston. Mother, Maria, born 1901, emigrated in 1919 from Cassano Magnago (near Varese, Italy) and settled with an uncle's family in Boston. Both fortuitously escaped immigration restrictions imposed by the Johnson-Reed Act of 1924. Introduced by friends, they married in 1932. Completing grade school beyond the 3rd grade was not an option for either. However, they instilled the quintessential immigrant educational ambitions in their two children. A thorough science background was provided by their Westwood High School (Massachusetts) science teacher, Christos Sarris. Angelo graduated from the Naval Academy and brother Luigi from MIT. In appreciation of their science teacher, they have jointly established, in perpetuity, the Christos T. Sarris Memorial Scholarship.
Prior to his military service, Mr. Cicolani initially pursued coursework at Northeastern University. He subsequently completed a Bachelor of Science at the U.S. Naval Academy in Annapolis, Maryland, in 1955. In 1969 he obtained another Bachelor of Science (Operations Research) from the Naval Postgraduate School.
A member and former president of the Mineral Society of D.C., Mr. Cicolani is also affiliated with a number of other organizations pertinent to his interests. To wit, he is a member of the Operations Research Society of America, the Nature Conservancy, the Military Officers Association, the Naval Submarine League, and the Naval Institute. Locally, Mr. Cicolani has also maintained a position, since 1987, as the president and a board director of the Dumbarton Concerts/Inner City-Inner Child in Washington. He has underwritten 12 chamber music commissions that were premiered in Dumbarton Concerts.
In light of his manifold accomplishments in various fields, Mr. Cicolani has been honored with numerous accolades. What's more, as a celebrated Marquis listee, he has been featured in more than 50 editions of Who's Who, including Who's Who in America, Who's Who in Science and Engineering, and Who's Who in the World.
