Col. John Francis Rogan Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

John Francis Rogan with the Albert Nelson Marquis Lifetime Achievement Award. An accomplished listee, Col. A retired colonel of the U.S. Army, Col. Rogan initially enlisted in 1945 and served as a faculty member of the U.S. Army Financial School in Saint Louis from 1946 to 1948. Relocating to Japan, he was a financial disbursing officer for the following four years before becoming a financial officer of advanced courses until 1955. Returning to the U.S. Army Financial School in Fort Benjamin, Indiana, until 1958, Col. Rogan again relocated to Okinawa, Japan, where he served as a deputy director of the financial department from 1960 to 1962.

From 1962 to 1963, Col. Rogan was involved with the Commander and General Staff College in Fort Leavenworth, Kansas, having thereafter been a financial and accounting officer with the U.S. Military Academy in West Point, New York, until 1967. Subsequently, he traveled to South Korea, where he was a financial and accounting officer in the chief financial and accounting policy division of the Office of the Comptroller from 1967 to 1968 before returning to Indiana as a director of settlement operations with the U.S. Financial Center until his retirement from the U.S. Army in 1970. Throughout his military career, Col. Rogan advanced through the grades to colonel by 1968.

After his military retirement, Colonel Rogan served as financial advisor to the three bishops of the Diocese of Madison from July 1970 to June 2008, a period of 38+ years. Since 1994, he has also been a corporate board member for the aforementioned establishment. Prior to these appointments, he was a cemetery board member for the National Government Accounting Research Project in Lexington, Kentucky, from 1977 to 1982, as well as a member of the National Council on Government Accounting in Chicago from 1980 to 1983. During this time, Col. Rogan further served as the co-chairman of the State/Federal Cash Management Task Force in Washington, D.C., from 1982 to 1983.

Alongside his primary career responsibilities, Col. Rogan has been a chairman of the advisory board of the Holy Name Seminary and a member of the Diocesan Appeals Committee in Madison since 1973. Likewise, he is a past chairman of the State and University Employees Charity Campaign, where he also sat as advisory board member and on the board of directors. Since 1975, Col. Rogan has remained on the board of directors for the Saint Raphael Society in Madison.

To prepare for his career, Col. Rogan pursued a formal education at Indiana University, where he received a Bachelor of Science and Master of Business Administration, both with distinction, in 1959 and 1960, respectively. Throughout his career, he has served as the president and on several boards and committees for multiple organizations, including the Madison Sierra Club and the National Association of State Auditors, Comptrollers and Treasurers, from which he received a Special Recognition Award in 1984. Likewise, he maintains affiliation with the Retired Officers' Association, the Army Finance Corps Association, the Society of Retired Army Finance Officers, the National Council on Government Accounting and the Council of State Governments and National State Comptroller's Association, among others. Avocational organizations with which he is associated include the Order of Saint Gregory the Great, the Equestrian Order of the Holy Sepulchre of Jerusalem, the Knights of Columbus and the Holy Name Society, where he served as the president.

As a testament to his success, Col. Rogan has received several accolades and honors. The recipient of a Leadership Award from the Catholic Charities Diocese of Madison Faith in Action in 2017, he was previously inducted into the Officer Candidate School Hall of Fame in 2016 and accepted the Veteran's Lifetime Achievement Award from the Wisconsin Board of Veteran's Affairs in 2009. Earlier in his career, he was recognized as the Sierran of the Year by the Madison Sierra Club in 2004 and was presented with the Family of the Year Award from the Wisconsin Knights of Columbus in 2003. Moreover, he was featured in "Know Your Madisonian" by the Wisconsin State Journal in 1983, having also been honored with the Outstanding Leadership and Service Award from the Wisconsin Governor and State Legislature. Notably, he was profiled in "Jack Rogan: Living the Good Life" by the Middleton Times Tribune. Likewise, Col. Rogan was highlighted in the 21st edition of Who's Who in the Midwest in 1987.
