With more than 50 years of experience in healthcare to his credit, Dr. Cook has become renowned as an authority in his industry. While in private practice as a family physician beginning in 1967, he served as chairman of Family Medical Clinics from 1982-1989 in San Mateo, CA. He began his full time administrative role in the healthcare field serving as senior vice president and medical director of the Bay Pacific Health Plan from 1989 to 1991. When Aetna acquired Bay Pacific in 1991, he became medical director for Aetna in Northern California. He served as vice president for medical affairs for MedSpan in Hartford, CT from 1993-98, and chief medical officer for Health Plan of the Redwoods in Santa Rosa, CA from 1998-2001. He was a consultant to health plans in Utah, California and Texas from 2004 to 2007. Recently, Dr. Cook re-entered medical practice and excelled as the medical director of the Utah State Developmental Center from 2007 to 2016.
Dr. Cook currently serves as a physician at the Utah State Developmental Center and as the chairman of the quality and financial assurance committee of Mission Medical for Deseret Mutual Benefit Administrators in Utah. Notably, he authored an article that advocated for changes in the way primary care physicians are paid and became a bellwether for emerging physician payment mechanisms. Dr. Cook also achieved significant cost containment and accreditation recognition for several health plans.
Dr. Cook served as a lieutenant in the United States Navy from 1963 to 1967. Prior to becoming an esteemed healthcare administrator, he pursued an education at Utah State University, obtaining a Bachelor of Science in 1959. He subsequently graduated with a Doctor of Medicine from the University of Utah in 1962. A diplomat of the American Board of Family Medicine since 1970, Dr. Cook previously completed a straight medical internship at the University of Oklahoma in 1963.
Apart from his career, Dr. Cook volunteered in his field and community. He was a preceptor for medical students in his office and taught courses while serving on the clinical faculty at the University of California in Son Francisco Medical School from 1971-1993 and 1999-2001, serving as a clinical professor beginning in 1989. He was active as the mission president of the Philadelphia Pennsylvania Mission, Church of Jesus Christ of Latter-day Saints from 2001 to 2004. Dr. Cook has contributed as an author of a number of articles in peer reviewed professional journals and participated in extensive medical presentation in the United States and South Africa.
Outside of his professional responsibility, Dr. Cook has been an active participant in the Church of Jesus Christ of Latter-day Saints, serving as a bishop, stake president, regional representative, and chairman of a writing committee and a medical quality assurance committee. He was a member of the Rotary Club of San Mateo from 1975 to 1993. The husband of Nancy Carlson Cook since 1958 and the proud father of three children, Dr. Cook enjoys reading and public speaking in his free time.
He is pleased to have helped developmentally disabled individuals at the Utah State Developmental Center. Dr. Cook has accrued a number of awards and accolades throughout his career. He received the Blue Key Award as the outstanding undergraduate student at Utah State University in 1955, Phi Kappa Phi in 1959 and was selected for the Senior Service Program of the United States Navy from 1961-1962. Likewise, Dr. Cook has been featured in several editions of Who's Who in America, Who's Who in Medicine and Healthcare, Who's Who in Science and Engineering and Who's Who in the World.
