Having accrued almost 50 years of professional experience, Mr. Scroggs currently holds the position of the senior counsel for the Tennessee Department of Treasury. He previously found success with the Shelby County Juvenile Court as the chief administrative officer and the chief counsel from 2006 to 2016. In the years prior, he served as a partner at Burch, Porter & Johnson from 2003 to 2006. He also excelled as a member of the House of Representatives in the Tennessee General Assembly from 1996 to 2002.
Previously, Mr. Scroggs held the title of a partner at Scroggs & Rogers, Less & Scroggs, and Holt, Batchelor, Spicer between 1976 to 2003. Within that time, he owned and operated out of a private legal practice from 1992 to 1996. His career began in 1971, when he contributed to the Leo Bearman Law Firm as an associate before accepting the same post with Holt, Batchelor, Spicer in the following year. Furthermore, he worked as a judge for the municipal court of the city of Germantown from 1980 to 1986.
Mr. Scroggs pursued an education at Harding University, graduating with a Bachelor of Arts in 1963. He concluded his studies at Vanderbilt University, from which he earned a Doctor of Jurisprudence in 1971. He is certified to practice law and is currently a member of the Tennessee Bar Association and the Memphis Bar Association.
Notably, Mr. Scroggs completed active duty as a lieutenant in the United States Navy from 1964 to 1967 including Vietnam service with the 1st Marine Regiment. He attributes the success of his career to the military service of his father and 3 uncles. During his own service, he spent time with several other service members interested in law. Later, in 1967-1968, as a reporter for The Commercial Appeal in Memphis, during the period of the sanitation strike and assassination of Dr. Martin Luther King, Jr., it occurred to Mr. Scroggs that to have a more positive impact on society, he would have to do more than just report and there began his involvement in law. His successful legal representation for clients who had little financial security and public service were the driving forces of his substantial career.
