Previously, he excelled as a claims attorney at the United States Fidelity & Guaranty in 1958, a partner at Harris, Moon, Meacham & Franks from 1959 to 1970, the chancellor of the Third Chancery Court of Hamilton County from 1970 to 1978, and the presiding judge of the Tennessee Court of Appeals from 2004 to 2012. Likewise, Mr. Franks previously found success as a special justice on the Tennessee Supreme Court from 2002 to 2004, and the presiding judge of Hamilton County Trial Courts from 1977 to 1978.
Prior to commencing his career, Mr. Franks joined the Air National Guard from 1949 to 1950 and the U.S. Air Force between 1950 and 1954. Notably, he was inspired to pursue a career as a judge after witnessing multiple court martials during his service. A highly educated professional, he completed coursework at the University of Tennessee and the University of Maryland. Mr. Franks earned a Doctor of Jurisprudence from the University of Tennessee. Mr. Franks' 42-year career as a judge is one of the longest in the history of Tennessee.
To remain aware of the changes and advancements in law, Mr. Franks is affiliated with relevant organizations. He is a member of the American Bar Association, the Institute of Judicial Administration, the Chattanooga Bar Foundation, the Tennessee Bar Association, the Mountain City Club, and the honorable society of Phi Alpha Delta. Similarly, Mr. Franks was the president of the Chattanooga Bar Association from 1968 to 1969.
Mr. Franks was inspired by the friends he made while at the Tennessee Court of Appeals, especially Judge Houston Goddard. For excellence in his career, he has received numerous accolades, such as the Merit Award, given by the Tennessee Bar Association from 1968 to 1969, and the Justice Francis F Drowota III Award in 2009, the Tennessee Bar Association's highest service award to the judiciary. Likewise, Mr. Franks accepted the Foundations of Freedom Award from the Chattanooga Bar Association in 1986, the Community Service Award from Optimists International in 1971, and the Merit Award from the American Bar Association. A celebrated Marquis listee, he has been featured in several editions of Who's Who in America, Who's Who in American Law, Who's Who in the South and Southwest, and Who's Who in the World.
