Civically, Phyllis J. Colon has been involved with the planning board for the Corpus Christi Library, as well as a committee member for the Katy Independent School District.

Upon high school graduation, Ms. Colon attended Durham Junior College in Austin TX where she studied accounting as the only female in the class. Later, she studied art at Dayton University in Dayton OH, and then received an Associate Degree in public administration from Del Mar Junior College in Corpus Christi, TX. Ms. Colon also received a degree in art and science in public administration from Texas A&M-Kingsville. She continued her postgraduate studies at Texas A&M for her Real Estate Broker's License, and completed courses in finance, property taxation, appraisal, and management. Ms. Colon received her broker's license certification, certification as an appraiser, and certification as an assessor and tax collector, each requiring 60 hours.
Ms. Colon started her career in banking in Austin, TX and worked for the State of Texas in Austin. She continued in banking in Dayton, Ohio and became Manager of the Information Department of Medical Arts Laboratory, also in Dayton. In 1973 she moved to Corpus Christi, TX and went to work for the City of Corpus Christi in the tax department as a tax appraiser. In 1983 she became the tax district collector for Flower Bluff Independent School District in Corpus Christi, while also teaching property tax courses around the state for the State of Texas through Texas A&M. Ms. Colon became the Tax Assessor Collector for the City of Laredo in 1993 and served in that role until her retirement in 2003.
Ms. Colon has been a member of several professional organizations in the tax arena. She was appointed by Governor Anne Richards to the Development Committee for Professional Ethics, and was active at the local, district and state levels of the Texas Association of Administrators Organization (TAAO). She held numerous offices and received many awards from civic organizations for speaking to them. She is now retired and lives at Watercrest at Katy, an independent living facility. She enjoys talking to others, and visiting with those who are shut in or are adjusting to their new home. She also serves as an organizer for special holiday events for the residents. Recently, she worked on the Fourth of July picnic; which was a cook-off with music, fellowship and fireworks. It was attended by more than 220 guests.
Civically, Ms. Colon has been involved with the planning board for the Corpus Christi Library, as well as a committee member for the Katy Independent School District. To remain aware of changes in the field, she maintains affiliation with several professional organizations, including the National Association of Female Executives, the American Association of University Women, the Texas School Assessors Association, the Corpus Christi Chamber of Commerce, Laredo United Way, and Texas Association for Assessing Officers, among others. For her achievements throughout her career, Ms. Colon has been the recipient of the Hero Award from the Chamber of Commerce of Corpus Christi as well as an Achievement Award from the State of Texas, the latter of which remains her proudest professional moment. She was selected as the administrator for TAAO for the State of Texas.
