With 35 years of excellence in academics and computer science, Ms. Cowley retired after 28 years from the Pacific Northwest National Laboratory in Richland where she achieved the title of chief scientist, specializing in project management and information management. Intrigued by how things worked since childhood, she credits early exposure to music and mathematics, as well as strong mentorship, for the development of her talents in project planning and management. She began her career by pursuing a Bachelor of Arts in mathematics from Gonzaga University in Spokane, Washington, in 1970, graduating summa cum laude. Ms. Cowley completed her academic efforts with a Master of Science in computer science from Washington State University Pullman in 1977.
During her time at Pacific Northwest National Laboratory, Ms. Cowley oversaw and contributed to numerous projects, some of which are highlighted below. They include the Glass Box Analysis Project where she was the project manager for the development of a computer system for the capture, storage, and display of processes used by intelligence analysts. As a part of the United States Department of Energy's International Safeguards Materials Control and Accountability Project, she liaised with staff in Russian nuclear research and operations facilities to develop protocols for managing, tracking and reporting on nuclear material. She was also the project manager and a significant contributor to the Hanford Site Information Management Strategic Plan, a multi-organizational project integrating data between contractors, the Department of Energy, the Environmental Protection Agency, and the Washington State Department of Ecology. She was the project manager for the development of the Hanford Environmental Information System that integrated data from multiple DOE contractors and made it available for Hanford Site stakeholders. In addition to her work on these projects. Ms. Cowley served as an information technology recruiter from 1995 to 2000.
Since her retirement from the PNNL in 2005, Ms. Cowley has remained active in her local community. She has been a member of the All Saints Episcopal Church choir for over 30 years, serving as choir accompanist for many of those years. She has served on the church council and the outreach committee. Ms. Cowley continues to enjoy music, working and playing on her electronic devices, and growing African violets.
