Mr. Meininger is a native of Colorado raised on the farm and educated in Fort Morgan. He first studied at Yale where he received a B.A in Economics in 1971. In 1974, he obtained a Doctor of Jurisprudence at the University of California Berkeley, Boalt Hall School of Law, and, thereafter, was admitted to practice law in both California (1974) and Colorado (1975). He practiced before the state courts of both states, the Federal District Court for Colorado and the Eastern District of California, the Bankruptcy Court for the District of Colorado, as well as the 9th and 10th Circuit Courts of Appeal. He was a member of both the California Bar Association and the Colorado Bar Association. He has been designated an AV-Rated Preeminent Attorney by Martindale-Hubbell since 1988.
Mr. Meininger is a general practitioner with extensive involvement in bankruptcy, real estate and litigation. The practice covered commercial real estate, apartment investors and condominium conversions, bankruptcy debtor practice including workouts of commercial real estate loans and Chapter 11 reorganizations for family owned enterprises, agricultural workouts and litigation particularly in the farm crisis of the mid-1980s, farm water rights of well owners, small business representation, construction and commercial litigation. Over 40 years of practice, he appeared before the Courts of Utah, Wyoming, Idaho, Missouri, Ohio, New Jersey, New York, and before the Pennsylvania Federal District Court for the Eastern District. He served with several law firms including representation of the Denver Urban Renewal Authority, the firm Sterling & Simon (merged into) Hughes & Dorsey, and serving as in house counsel for a prominent Denver real estate brokerage firm. He served as lead litigation counsel for the firm Frascona, Joiner and Smittkamp of Boulder, Colorado in 1989 to 1991 during the Savings and Loan crisis. Mr. Meininger opened Meininger & Associates in 1991 which became Meininger Law Firm in Denver, Colorado in 2003.
During his career, Mr. Meininger's achievements included trial of the first reported case applying the Saudi Arabian labor code in 1980. Mr. Meininger was responsible in 1978 and 1979 for legislation to create the Colorado Firemen's and Policemen's Pension Association and reform policemen's and firemen's pensions as a result of his directing as a consultant to the Colorado State Auditor's study of policemen's and firemen's pensions. Mr. Meininger was the author and advocate of the Colorado Agricultural Homestead Protection and Rural Economic Stabilization Act of 1986 which forestalled a rash of farm foreclosures during the mid-1980s farm crisis.
As a young man, Mr. Meininger served as an intern in Washington, D.C. with Illinois U.S. Senator Charles Percy (1969). He was one of the first New York City Urban Fellows where he served during the Lindsay administration in 1969-1970 as Administrative Assistant to Deputy Mayor-Executive Office Robert W. Sweet, (now U.S. District Court Judge). He later served in the Robert M. Morgenthau, Jr. primary campaign for Governor of New York, and was Nassau County Director for U.S. Senator Charles Goodell's 1970 re-election campaign. He served as a legal intern for the Tahoe Regional Planning Agency (TRPA) in 1973-1974 where he drafted the Agency's Shorezone Ordinance governing permits for the Lake Tahoe shoreline. He was included in the Jaycees Outstanding Young Men of America for 1978, and served as Vice-Chairman of the Colorado Young Republicans.
Mr. Meininger was elected a member of the Vestry of Christ Episcopal Church, Denver, from 2000 to 2003 and was active in the church partnership with Mt. Carmel Baptist Church and their mutual racial reconciliation efforts for many years. He was a member of the Episcopal Diocese of Colorado Racism Commission, 1996-1997. He served on the Board of Directors of the world missions organization, Caleb Project, 1997-2002.
Mr. Meininger and his former wife, Barbara Cook, are parents of Dr. Alexander Meininger (Angie) of Steamboat Springs, Colorado, and Benjamin Meininger (Vanessa) of Los Angeles, California (granddaughter Remy). He is the son of Frederick Meininger and Miriam Amen of German-Russian descent (Volga Germans). He traveled to his family villages in Russia three times in 1991–1993 where he reunited with family members. J&J Volga Ventures, co-founded by Mr. Meininger, took American "Germans from Russia" to their family villages along the Volga River in Russia. As a member of the Colorado-Russia Agricultural Group (CRAG) he engaged in exchanges with agricultural leaders of Colorado and the Volgograd region of the Former Soviet Union.
